This item provided Members with an opportunity to provide direction on the plans for the Council’s Elected Member Induction Programme following the Local Government Elections in 2027. The Chair welcomed the Head of Democratic Services – Gary Jones – to introduce this item, who requested feedback from Members on whether existing planned training in Appendix A was still required and if any additional training was wanted or needed or if any of the topics were not required.. The Chair opened the floor to questions, comments and feedback from the Committee. Members provided positive feedback on the Marketplace event Induction Workshop. They were happy with how this was set up and run last time and that there was an option of daytime or early evening attendance, which helped those who are working during the day or had other commitments. It is also useful for new Councillors to meet colleagues and Officers at an early stage. Members identified that potentially there may a requirement to provide additional information to political groups to mitigate institutional information and knowledge which may be lost as a result of the 2027 Local Government Elections. The Committee proposed having additional support from Officers for new Councillors and groups if new Councillors and groups did not have Members in their own group provide this support, requested for this to be considered as part of Induction Plan. Feedback from Members on the role of the 21st Century Councillor training was less positive. Members felt this was a repacking of training already available and not necessary. It was also proposed that the provision of external support was not needed. This inclusion this Induction plan assessment could be delivered with cross party co-ordination via the Whips or through direct engagement with the Democratic Services team. Members suggested the following changes to planned training or additional training: · Bespoke training on Standing Orders and what is involved in and the running of Council meetings. · Managing Case Work/Members Enquiries System and what areas fall under the remit of a Councillor including where to sign post citizens for other issues to be looked at. This would include ICT access and could be possible after ICT equipment is issued. · Social Housing and Section 106 to be included with Planning and understand how this works together. · What areas are devolved and what is not so areas of case work are clearer for new Councillors. · Removal of the training on Recovery following the Pandemic. Members agreed that it was a good idea to publish the required training pre-election, so potential candidates could see the key dates and were aware of what would be required. Officers will consider all the feedback and include this in the plan and bring an updated version to the next meeting. RESOLVED: The Committee AGREED to: · Note views on the Draft Outline Member Induction Programme 2027 (Appendix A) and reflect these in an updated version of the programme. · Approve the proposed development of the Induction programme · An updated version of the induction programme to be provided at its next meeting

The Chair welcomed the Head of Democratic Services – Gary Jones – to introduce this item, after which the Chair opened the floor to questions from the Committee. Members congratulated Officers on the work that has been done and asked whether there was anything that could be done about the current ‘X ‘handle attached to the democratic services account, as this may have caused some difficulties as it contains an under score which can be difficult to see and if another option was available, which may increase the reach it has. Officers will keep this under review.
