Bu'r pwyllgor yn craffu cyn penderfyniad ar gynigion Cabinet i ymrwymo i Gytundeb Datblygu ar gyfer adeilad Swyddfa Graidd newydd, ac i Gytundeb Prydles gyda Chanolfan Mileniwm Cymru ar gyfer Stiwdio Gynhyrchu Capella. Ystyr craffu cyn penderfyniad yw bod y pwyllgor yn archwilio cynnig cyn i'r Cabinet benderfynu. Cafodd y pwyllgor hefyd ddiweddariad ar system Cynllunio Adnoddau Menter (ERP), system gyfrifiadurol y cyngor ar gyfer cyllid a gwaith swyddfa cefn arall. Nid yw'r cofnodion yn cofnodi unrhyw benderfyniad, ac aeth y pwyllgor i sesiwn gaeedig ar y ddwy eitem.
Apologies were received from Cllr Hunt. The Chair noted that there were now three Labour vacancies on the Committee as Cllr Wild had notified the Head of Democratic Services he is standing down as a member of the Committee due to family and work commitments.
There were none.
Members were advised that this item was to provide them with an opportunity for pre-decision scrutiny of Cabinet’s proposal to enter into a Development Agreement for delivery of the new Core Office building and enter into a Lease Agreement with the Wales Millennium Centre for delivery of the Capella Production Studio. The Chair welcomed Cllr Russell Goodway, Cabinet Member for Investment and Development, Neil Hanratty, Director for Economic Development, Donna Jones, Assistant Director for County Estates, Chris Barnett, Operational Manager for Major Projects, and Alex Rapley, Gleeds Cost Management Ltd. Cllr Goodway was invited to make a statement, after which Neil Hanratty gave a presentation on the report. Members were then invited to make comments and ask questions. Members were pleased to hear that the expected lifetime of the new Core Office building is 60 years. Members sought clarification on where costs would fall in relation to the shared access routes with the Arena and were advised they would fall to the Council due to the timing. A temporary road will be installed between the Arena and County Hall until such time as the Council can deliver for the long term. Members were informed that the projected income from leasing the café had been taken out of the budget as a lease was considered unlikely until the building was under construction or completed. Officers were confident that the management suite would generate income through meeting room hire. Officers advised that as there was a close alignment with the WMC’s requirements and the Council’s, it had been agreed that at the point of delivery the WMC will sign up to a lease to cover the debt, but that the WMC was now looking to put the capital cost in themselves. The WMC will have a lease of 99 years on a peppercorn rent once they have paid the capital amount on completion. Officers advised that there would be safe cycle storage and changing facilities within the concourse. Work will be undertaken with the Transport team to identify where staff are travelling from and how a modal shift to more sustainable travel can be facilitated. Members were assured that the development contract to build the core office building is a fixed price and any risk falls to the developer. Officers advised that it is planned to lease the additional 20,000 sq ft in the core office building to an external organisation. Members agreed to go into closed session to discuss information deemed exempt in accordance with paragraphs 14 and 16 of Part 4 of Schedule 12A of the Local Government Act 1972.
The Chair welcomed Cllr Chris Weaver, Cabinet Member for Finance and Modernisation, Ian Allwood, Chief Finance and Deputy Section 151 Officer, Chris Lloyd, Operational Manager for Technology, and Ian Thomas, Operational Manager for CTS and Operational Finance. Members agreed to go into closed session to discuss information deemed exempt in accordance with paragraphs 14 of Schedule 12A of the Local Government Act 1972.
The next meeting will be held on Wednesday, 15 April 2026 at 4.30pm.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Dyw'r cofnodion ddim yn cofnodi unrhyw ddatganiadau o fuddiant.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
