RESOLVED: that • the proposed 5-year Youth Service strategy for Cardiff be agreed. • the proposed vision, principles and integrated locality operating model be endorsed.
Cabinet considered a report seeking approval for a five?year strategy for Youth Work in Cardiff, setting out a strategic framework to respond to the evolving needs and challenges facing young people across education and community settings. The report outlines that the proposed strategy builds on previous Cabinet decisions in November 2023, which established a new vision, principles and a locality?based operating model for youth services, and reflects the Council’s wider commitment to improving outcomes for children and young people and tackling inequality. It was noted that the strategy has been developed within a clear national and legislative context, including statutory duties under the Learning and Skills Act 2000 and revised Welsh Government guidance requiring each local authority to publish a five?year Youth Work Strategy. The strategy has been informed by extensive engagement, including a nine?month appraisal process and consultation with partners and young people, which generated over 1,500 responses and directly informed the proposed priorities. The strategy responds to a range of complex issues affecting young people, including poverty, adverse childhood experiences, and the ongoing need to support those not in education, employment or training. The strategic framework is structured around six priority areas: participation and inclusion; Welsh language provision; curriculum development and targeted support; safeguarding; workforce development; and partnership working. RESOLVED: that • the proposed 5-year Youth Service strategy for Cardiff be agreed. • the proposed vision, principles and integrated locality operating model be endorsed.

Cabinet considered a report outlining the outcomes of the public consultation on proposals to expand and realign Additional Learning Needs (ALN) provision across the city. The report sets out proposals previously approved for consultation in December 2025, which aimed to increase specialist provision for learners with Autism/Social Communication Needs, Complex Learning Needs and Emotional Health and Wellbeing needs. These proposals included the establishment of new specialist resource bases within existing school buildings and increases in capacity at a number of special schools and existing provision. The consultation process was undertaken in accordance with the School Organisation Code 2018 and ran from 9 February to 26 March 2026. The consultation was structured to support engagement across the three broad areas of need, with a range of accessible materials produced, including bilingual consultation documents, summary versions in multiple languages, and child-friendly formats. The report highlights that the proposed changes are intended to address increasing demand for specialist ALN placements and ensure that provision is better aligned to identified needs across the system. The approach focuses on enhancing local provision within mainstream settings where appropriate, alongside expanding capacity within special schools, thereby supporting inclusion and improving sufficiency of places. In considering the report, Cabinet noted the outcomes of the consultation process and the strategic approach to increasing ALN provision, recognising the importance of ensuring sufficient, appropriate placements to meet the needs of children and young people across the city. RESOLVED: that • Authority be delegated to the Director of Education & Lifelong Learning in consultation with the Cabinet Member for Education to proceed to publish proposals as outlined in paragraph 2, in accordance with the section 48 of The Schools Standards and Organisation (Wales) Act 2013. • a further report will be provided to Cabinet providing details of any objections received, the response to those objections and recommendations for implementation or otherwise of the proposals. • Authority be delegated to the Director of Education & Lifelong Learning in consultation with the Cabinet Member for Education and Cabinet Member for Finance, Modernisation & Performance, Director Governance & Legal Services and S.151 Officer, to proceed with the appointment of multi-disciplinary services to undertake design development of potential later phase ALN expansion schemes ahead of Cabinet authorising officer consultations on preferred proposals.

Cabinet considered the report on the establishment of an Investment Zone within the Cardiff Capital Region and its implications for Cardiff. The Investment Zone forms part of a UK Government programme designed to support knowledge?intensive growth clusters, with a proposed £160 million investment over a ten-year period. It was noted that the Cardiff Capital Region proposal focuses on advanced manufacturing and digital and technology sectors, with a particular emphasis on strengthening the compound semiconductor cluster. Cabinet noted that the Investment Zone will operate across the Cardiff and Newport travel-to-work area, with key growth locations identified at Newport West, Cardiff Parkway and Cardiff South, alongside Newport City Centre as a strategic digital hub. The proposed governance arrangements were noted, with the delivery will be through the Cardiff Capital Region Corporate Joint Committee, supported by an Investment Zone Advisory Board.
