RESOLVED: To note the Q4 Progress Update and the update on the end of year status of actions.
The Committee was provided with an update on the key areas of progress against the Corporate Parenting Annual Plan made in quarter 4 and given an update on the end of year status of actions. The Chair welcomed Rebecca Brockway (Policy and Development Manager – Corporate Parenting) and a presentation and an update on progress made in Corporate Parenting in Quarter 4 was provided, which included an update on the key areas of progress and delivery. Following the presentation, the Chair opened the floor to comments and questions from the Committee. Members asked for more information on why the data on housing plans for children looked after 15.5 years of age,was not available, and Officers explained that at the age of 16 years the young person is referred to the Young Persons Gateway and that data had not been captured until recently. If the young person was not ready to move into their own accommodation at aged 16 years +, the referral was closed so that data was not available. Situations can be dynamic, so gathering data has been complicated. There is now a pathway in place from aged 15 1/2years onwards and a transition plan will be in place so are optimistic that this data will be available going forwards. Members asked whether the 60% prevention rate target differs from the wider service target and Officers will check and feedback at the next meeting. Members asked whether the data was recorded for children currently in the system so they could predict housing need and future planning. Officers explained that they are working with teams in housing to establish what is available for those with complex needs. This data is available in its simplest form but needs to be further developed to include the needs that are not currently captured to give an overall picture. Members asked for more detail of how the Corporate Parenting Advisory Group was going to work, and Officers explained that they are looking at best practice and how this has worked in other areas. Work is being done to scope, resource and recruit to this. They would want Young People to lead on this and are keen for it to not be tokenistic. Work is ongoing. An idea being considered is to recruit part time employed care experienced young people to run the groups. They are taking their time on this as they want to get it right. Members asked whether the Mentoring Scheme had all directorates in the Council engaged, and Officers explained that they are working with all directorates and are offering practical examples of how the scheme could work in their areas. Members were pleased to attend the Bright Sparks Awards and learning how young people had been empowered to create the event, and congratulated Officers and Young People on the good use of real-life experiences in the videos. Members asked that appreciation be passed to Officers. Members asked for more detail on the comment regarding the ambition for no Child looked after to be permanently excluded and Officers explained that it is about working together to find the best solution. These situations can often be higher than in the general population, so it is about looking at alternatives to meet needs. Officers explained that this is not policy and situations are dealt with on a case-by-case basis and Welsh Government guidance states that schools should do all they can before a permanent exclusion happens. Members asked how practice in Cardiff regarding permeant exclusions compared to other Local Authorities in Wales, and Officers explained that some Local Authorities do have a policy of no permanent exclusions for Children Looked After, but conversations between Children’ Services, Education and schools is working well and leading to positive outcomes. Members asked if permanent exclusion meant that there was no access to education and whether the term should be changed to ‘no child has education withdrawn’. Officers explained that every child is entitled to have access to education, so the aim is always to avoid reaching a point where education cannot be accessed and schools are responsible for ensuring this. Members asked for copies of Council policies and Welsh Government guidance covering this and Officers will provide this. It was also noted that should a serious criminal act have taken place, the child would be referred to the Youth Justice Team as opposed to Education. Members asked whether there was any leverage with using other financial institutions in the Working Partnership Network and how this was promoted so other businesses could join this. Officers explained that Cardiff Commitment are working with business partners to promote this as well as promoting awareness of corporate parenting. They are looking at targeting specific times in the child’s life (i.e., transition from primary to secondary school) and discussing with businesses what they can offer through workshops as well as offering a support package for businesses and pathways for young people to access. The initial plan is this targeted approach to test out enhanced support for children looked afterso processes can be well developed. Members suggested approaching financial institutions for support in providing lower interest rates and lower deposits required for CLA when looking to purchasing their first home, and Officers explained that they are working to develop these relationships and would suggest this going forwards. Members asked whether there had been an assessment of what health services Children looked after and/Care experienced young people were struggling to access and whether this could be addressed through this partnership. Officers explained that they had done research on what was needed, but more work needs to be done, especially with young people, although the event did allow for a lot more contacts to be made and developing these stronger partnerships will be part of the 2026/2027 action plan. The Chair welcomed Jade Williams (Senior Policy Officer – Corporate Parenting) and a presentation providing an update on emerging areas of work was delivered to the Committee. Following the presentation, the Chair opened the floor to comments and questions from the Committee. Members asked whether there were any lessons that could be learned from similar work done on the Social Services and Wellbeing Act and whether carer assessments could be used and learning taken from this for the implementation of Care Experience as a Protected Characteristic. Officers appreciated the suggestion and will look into this. Members asked about the use of buses for transport and using this for social connections, as well as possible use of reconditioned bikes scheme being given to children looked after for this purpose. Officers will also look into this. Members suggested looking at the model used in the Children and Young People’s Scrutiny Committee (CYP) where there is a Youth Representative which included the voices of young people in the discussions and possibly buddying up with a Bright Sparks representative. Officers were grateful for this idea and will take this forward. Members reflected on the findings of Becomes research on ways children and young people identify and define success and how this could be used when asking for feedback from children looked after. Officers agreed to explore this in regard to the data dashboard and annual plan. RESOLVED: To note the content of the update and Presentation.
