The minutes of the Cabinet meeting of 22 January 2026 were approved.
Cabinet considered the draft Corporate Plan for 2026-2029 prior to its consideration by Council. The plan forms a core part of Cardiff Council’s strategic policy framework and fulfils statutory responsibilities under the Well-being of Future Generations (Wales) Act 2015, and operationalises the Administration’s priorities set out in the Stronger, Fairer, Greener policy statement, ensuring that organisational objectives, performance measures and budget decisions are aligned. The Corporate Plan maintains the Council’s existing seven well?being objectives, which range from supporting children and older people to promoting One Planet Cardiff and modernising public services. These objectives are supported by detailed steps, KPIs and targets, developed following directorate self?assessments and cross?organisational thematic sessions held in early 2026. It was noted that progress will be monitored jointly by the Council and the Cardiff Public Services Board, using a shared set of outcome indicators to measure city?wide performance. Engagement with Trade Unions, the Performance Panel and Scrutiny Committees has shaped the development of the plan, with recommendations incorporated where appropriate. The challenging financial context in which the plan has been developed was noted. The Council faces a £22.7m budget gap for 2026/27 and a projected £167m medium?term gap to 2030/31, following over £250m in savings since 2013/14. To strengthen organisational resilience, a new corporate change programme has been established, focusing on workplaces, technology and culture; preventative public services; and place?based services. The Corporate Plan and annual budget have been developed in tandem to ensure that resources are aligned to priority areas. The robust engagement with the Council’s Performance Panels and Scrutiny Committees was noted. The Performance Panel reviewed the proposed steps, KPIs and targets on 17 February 2026, providing challenge and recommendations to strengthen the clarity and deliverability of the plan. Of the four recommendations made, two were accepted and two partially accepted, with responses incorporated into the draft. It was further noted that all five Scrutiny Committees considered the relevant sections of the Corporate Plan between 23 and 25 February 2026, alongside the 2026/27 budget proposals. Their observations and any formal recommendations—captured in correspondence included at Appendix D. RESOVLED: that 1. the draft Corporate Plan 2026-29 (Appendix A), subject to any amendments authorised under recommendation 3, be recommended for approval by Council on 5 March 2026; 2. the response to any recommendations made by any of the Scrutiny Committees (Appendix D) in relation to the draft Corporate Plan 2026-29 be considered and agreed; 3. the Chief Executive, in consultation with the Leader of the Council, be authorised to make any minor consequential amendments to the draft Corporate Plan 2026-29 that are required to reflect the response to any Scrutiny Committee recommendations (agreed under recommendation 2), prior to consideration by Council on 5 March 2026; 4. it be recommended to Council that authority be delegated to the Chief Executive, in consultation with the Leader of the Council, to make any minor amendments as necessary to the Corporate Plan 2026-29 following consideration by Council on 5 March 2026 and prior to publication by 1 April 2026.

Cabinet considered the One Planet Cardiff Annual Report 2025 and Green Growth Proposition, which provided an update on progress made against the Council’s climate emergency commitments and outlined a series of actions designed to accelerate carbon reduction activity across the city. It was noted that there had been a 16% reduction in direct operational emissions since the 2019/20 baseline. Cabinet noted that procurement?related emissions remain the city’s largest source but acknowledged that spend in this area reflects significant investment in low?carbon infrastructure and services. Cabinet further noted the detailed review of city?wide emissions, with a 14.7% decrease in overall emissions and a 21.6% reduction per capita since 2019. Key challenges were highlighted, particularly the need to accelerate work on domestic retrofit, renewable energy generation and grid capacity improvements. The report also provided an overview of achievements from 2024/25, including the completion of Phase 1 of the Cardiff Heat Network, continued expansion of solar generation, progress within the Council estate and housing programmes, and the embedding of climate considerations across decision?making processes. Cabinet noted emerging challenges identified through the review, including the scale of investment required for building retrofit, supply?chain limitations and the wider financial environment. It was further noted that whilst significant progress had been achieved, further acceleration would be required to meet 2030 net?zero ambitions. The report also highlights the Green Growth Proposition, which focuses on two priority areas—local renewable energy generation and domestic energy retrofit. The proposition outlines a programme of work to scale delivery in both areas, with the aim of driving carbon reduction, creating green jobs and improving quality of life. RESOVLED: that 1. the progress made on carbon reduction over the period of the One Planet Cardiff Strategy be noted. 2. the Green Growth Proposition (attached at Appendix 2) focussing on local renewable energy generation and domestic energy retrofit be approved. 3. Subject to the project being included in, and approved as part of, the Council’s budgetary framework to be considered by Council in March 2026, authority be delegated to the Director of Planning, Transport and Environment, in consultation with the Section 151 Officer, the Director of Governance & Legal, and the relevant Cabinet Members, to: · undertake all procurement activities required to appoint a regulated supplier; · conduct due diligence, including agreeing key terms for any associated bond; and · prepare and approve the necessary business cases for the energy projects to be offered by the Council as part of the issuance of Local Climate Bonds. 4. engagement with Welsh Government be approved to develop an area?based domestic energy retrofit pilot scheme, as outlined in Appendix 2, and authority be delegated to the Director of Planning, Transport and Environment, in consultation with the Section 151 Officer, Director of Governance & Legal, and relevant Cabinet Members, to agree detailed proposals and enter into any necessary agreements.

RESOLVED: that 1. the projected revenue financial outturn based on the projected position at Month 9 2025/26 be noted. 2. the capital spend and projected position at Month 9 2025/26 be noted.
Cabinet considered the Month 9 Budget Monitoring Report for 2025/26, which sets out the projected financial position as at the end of December 2025 and provided an update on the Council’s revenue, savings and capital programme performance. It was noted that the overall revenue position reflected a projected Council overspend of £0.217 million, representing an improvement of £2.746 million since Month 6. Cabinet noted that directorate pressures totalled £5.767 million, largely offset by underspends in Capital Financing and Council Tax collection budgets. Cabinet further noted significant variances across service areas, including overspends within Children’s Services due to external placement costs and staffing pressures, and within Education relating to specialist placements and legal costs. Pressures were also highlighted in Planning, Transport & Environment due to reduced income and operational overspends, and in Economic Development due to ongoing income shortfalls. Mitigating actions being progressed by directorates were noted. It was noted that performance against the £16.261 million savings target remained below requirement, with 85% of Efficiency and Income savings and 67% of Service Change savings projected for delivery. The need for continued focus on in?year efficiencies and tight financial control to improve the overall position by year end was noted. The capital monitoring position, including a £4.550 million underspend in Capital Financing and a projected £77.678 million variance against the General Fund Capital Programme, largely due to scheme slippage. It was noted that the HRA was projecting a balanced position, supported by the use of earmarked reserves. The report also highlighted wider financial risks, including pressures arising from construction inflation, uncertainty around external grant funding, and the need for directorates to maintain delivery capacity for major capital schemes. The importance of continued monitoring of contingencies, reserves and the Council Tax Reduction Scheme position was noted. RESOLVED: that 1. the projected revenue financial outturn based on the projected position at Month 9 2025/26 be noted. 2. the capital spend and projected position at Month 9 2025/26 be noted.

Appendix 4 (b) is exempt from publication because it contains information of the kind described in paragraphs 14 and 21 of parts 4 and 5 of Schedule 12A to the Local Government Act 1972. Cabinet received the Budget 2026/27 report, which sets out proposals for the Revenue Budget, Capital Programme, Housing Revenue Account and the Council Tax for the forthcoming financial year, having regard to the statutory requirement to set a balanced budget. It was noted that the updated funding position following the Final Local Government Settlement and budget modelling reduced the projected budget gap for 2026/27 to £22.7 million. Cabinet noted that the budget strategy to close this gap included £14.782 million in efficiency, income and change?programme savings, together with a proposed 3.9% Council Tax increase. Cabinet further noted that the Revenue Budget reflected £56.247 million in cost pressures, including pay and price inflation, demand pressures in social care and education, and realignments to address ongoing income and service pressures. It was noted that delegated schools’ budgets would increase by 4.2%, with additional support provided through permanent allocations and demand?related funding for Additional Learning Needs. It was noted that the Housing Revenue Account budget incorporated the approved 4.3% rent uplift and addressed the previously identified funding gap. Cabinet noted the HRA capital programme and the statutory requirement to maintain the account in balance over the medium term. Cabinet noted that the Capital Strategy and five?year Capital Programme aligned with the Council’s corporate priorities, including investment in schools, housing, highways, regeneration, and the continuation of major projects such as the Indoor Arena and the core office programme. It was noted that borrowing requirements and affordability considerations would be managed within the prudential framework. Consultation on the budget received 1,987 responses, with schools, supporting vulnerable children and adults, and housing emerging as the highest priorities. It was noted that the final proposals reflected these priorities, with the largest resource increases directed to Education and Social Services. It was noted that the Section 151 Officer had confirmed the robustness of the estimates and the adequacy of reserves. Cabinet also noted the financial resilience position, including the impact of earmarked reserves, risks within the medium?term financial plan, and the continuation of the £4.5 million Financial Resilience Mechanism to support key service areas.
