Monday to Saturday: 10:00 to 17:00 hours Applicant Representation: The Applicant, Brett Tandy, advised that he had made an application to serve alcohol in respect of Smak, Stalls 147-149 & 151-153, Central Market, St Mary Street, Cardiff. The Applicant explained that there had been two reasons for the application. As it was a food business and not connected to the main water flow of the market it had been necessary to purchase the neighbouring market stall. The Applicant had looked at opportunities to drive revenue to offset costs. With regards the customers in the seating area there were 12 covers at the moment in order to provide a foothold in the market. Responding to questions, the Applicant confirmed that all patrons would be seated when served alcohol. He understood the concerns from all the vendors who had submitted representations. His main objective was to attract more families into the market. He had met with South Wales Police and agreed that anyone who drank alcohol should be seated. He had also agreed to all alcohol sales would be ancillary to hot food. There had been concerns that homeless people would use the premises as a place to drink all day. A package of agreements had been agreed. The Applicant confirmed that he agreed with all the conditions set down by South Wales Police and had thought of and considered them prior to being proposed by the police. He had a 5-year plan and wanted to build a future in Cardiff. The Applicant stated that in terms of hospitality he had held significant roles internationally and had liaised with the main stakeholders who were on board. Decision: RESOLVED – That the Sub Committee, having considered the application on its individual merits, all the committee papers, the statutory guidance made under section 182 of the Licensing Act 2003, the Council’s Statement of Licensing Policy and Cumulative Impact Assessment, submissions made by the applicant and all other parties, and the oral evidence given by the applicant during the hearing in its determination of the matter, GRANTED the application.
