RESOLVED To note the content of the report.
RESOLVED: a. To note the 2024/25 projected outturn forecast including the projected year-end balance for the Joint Committee ReserveAccount. b. To recommend the 2025/26 budget, including the proposed drawdown and closing balance of the Reserve Account, to the Partnering Councils for approval as part of their respective budget planning frameworks for2025/26. c. To ask the Partnering Councils to note the indicative budgets, and associated partner contributions, outlined for the financial years 2026/27 to 2028/29.
Noted that Council on 23 May 2024 appointed Cllr Norma Mackie as Chair of the Joint Committee. Apologies had been received from Cllrs Pritchard and Maby. Councillor Sandles (Monmouthshire) attended in Cllr Maby’s place.

Officers provided Members with a comprehensive outline of the information contained in the Update Report and the Chairperson invited questions and comments. Members requested further information on the R1 status and were advised that this could be made available. Members asked for a breakdown of where attendees of educational visit came from and were advised that one could be provided. Officers advised that some schools found the cost of travel prohibitive and the Outreach programme was designed to address this. Officers provided information on support for various community projects, including football clubs, canoeing clubs, rugby clubs, Scout groups, defibrillators, and Monmouthshire Environment Day. Members requested a breakdown of the regional distribution of these projects. RESOLVED To note the content of the report.

To be confirmed. Any other business Members asked for a report on the sustainability aspects of the project and were advised that such a report could be made available to a future meeting. Members asked for a report on the costs and benefits and infrastructure impacts of the heat exchange system and were advised that the Cardiff Heat Network project manager could be invited to present a report at a future meeting. The Chairperson asked that an item for Any Other Business be included as a substantive item on future agendas.
