Present: Applicants: Tomas Owen Alis Cartagena Application An application for the Grant of a Premises Licence had been received from Oasis Cardiff in respect of Oasis Cardiff, 69b Splott Road, Splott, Cardiff. The applicant had applied the following: (1) In respect of the following licensable activities: (i) The sale by retail of alcohol for consumption on the premises. (2) Description of Premises (as stated by applicant): “A community center for Asylum Seekers and Refugees; adapted from an old Methodist Church. Two halls on the ground floor that are used for daily activities and are hired out in the evening for the local community. Events are catered for via use of a large commercial kitchen in the premises. A mobile food trailer is also operational on the external car park, within the weekday”. (3) Unless otherwise indicated the premises may be open to the public during the following hours and for any hours consequential to the non-standard timings: Monday to Sunday: 17:00 to 22:00 hours (4) To provide licensable activities during the following hours: (i) The sale by retail of alcohol for consumption on the premises. Monday to Sunday: 17:00 to 22:00 hours Applicant Representations Tomas Owen presented the application. Members were advised that the application was being made by a charity established to provide support to refugees. The premises was a multi-functional space that allowed additional revenue to be raised from external hire. Permitting the sale of alcohol would therefore broaden the range of bookings. Alcohol would not be sold as part of the day to day operation of the premises. The applicants were aware of the concerns raised by a number of local residents and these were accepted. However, in order to mitigate any potential for anti-social behaviour the applicants had accepted the conditions set out in the representations received from South Wales Police. As a result of accepting those conditions the permitted hours had been curtailed and CCTV cameras were being installed. Any alcohol would be securely stored on the premises and no loud music would be permitted. Responding to questions from the Sub Committee, Tomos Owen estimated that the sale of alcohol would be made at between 10 and 15 events per year. The premises is already hired by local karate and Tai Chi clubs and as a meeting space but permitting a premises licence would allow the charity to have an additional revenue stream. RESOLVED – That the Sub Committee, having considered all the information, and in accordance with the requirements of the Licensing Act 2003, the Section 182 Guidance and the Licensing Authority’s own Statement of Licensing Policy, GRANTED the application subject to the conditions agreed with South Wales Police. The Sub Committee considered that granting the application would not negatively impact on the licensing objectives.
