AGREED that the report be accepted and Option 1, be accepted, as follows:- (1) Members considered the report and the proposals and provided comments and recommend to Cabinet and Council:- a) The assumptions applied in developing the MTFS and the 2026/2027 Draft Estimates (paragraphs 5.1.4 to 5.1.11 of the report). b) The cost pressures and the impact on the Budget Gap detailed in paragraphs 5.1.13 to 5.1.20 of the report. c) The Bridging the Gap proposals and mitigating actions to address the Budget Gap for 2026/2027 detailed in paragraphs 5.1.22 to 5.1.34 of the report. d) A Council Tax increase of 3.75% for 2026/2027 as detailed in paragraphs 5.1.8 to 5.1.10 of the report. e) The MTFS for 2026/2027 to 2030/2031 attached at Appendix 1 of the report.

The 2026/2027 Fees & Charges Register (Appendix 1) be approved, including: · A standard uplift of 3% in line with the MTFS inflation assumption. · Alternative fee proposals as outlined in paragraphs 5.1.5 to 5.1.14 of the report. 2. Delegated authority be granted to the Strategic Director of Adults & Communities to set the 2026/2027 fees and charges relating to externally commissioned social care provision and Cwrt Mytton (para. 5.1.7 of the report). 2. The core fees and charges proposed by the Aneurin Leisure Trust (Appendix 2 of the report) be approved.
It was noted that no requests had been received for the simultaneous translation service.
An apology for absence was received from Deputy Chief Executive/Strategic Director Children, Young People and Families.
