RESOLVED that Planning permission be GRANTED, subject to the conditions and informatives detailed in the report, and that delegated powers be granted to Planning Officers to add a condition to control the Class C2 use to that proposed. Application No. P/2025/0336 Land at Former County Hotel, Western Terrace, Ebbw Vale, NP23 6ES Full planning application for the construction of 26no. residential units and associated works Upon a vote being taken, it was unanimously RESOLVED that Planning permission be GRANTED, subject to the conditions and informatives detailed in the report and that a Section 106 Agreement be entered into. FURTHER RESOLVED that delegated powers be granted to the Team Manager Development Management to refuse the planning application if the application fails to make meaningful progress or enter into the Section 106 Agreement within six months of the date of this Committee. Application No. P/2026/0015 Mountain View, Highfield, Blaina, Blaenau Gwent, NP13 3AP Change of use from a dwellinghouse (Class C3) to residential care home (Class C2) for up to 4 children The Planning Officer pointed out an error in the report at paragraph 3.7, under the External Consultation Responses, it stated that the consultation response was from South Wales Police, however, the response was actually from Gwent Police. RESOLVED accordingly. Upon a vote being taken, it was unanimously FURTHER RESOLVED that Planning permission be GRANTED, subject to the conditions and informatives detailed in the report and an additional informative note be added to make users aware of highway safety when exiting the property. As a Ward Member for the application area, Councillor Baldwin did not take part in the vote.
