RESOLVED that the decisions be approved and confirmed as a true record of proceedings.
RESOLVED that the report be accepted and Option 1 be endorsed, namely that the review recommendations as detailed in paragraph 6.1.7 of the report be agreed.
RESOLVED that the report be accepted and Option 2 be endorsed, namely that the addition recommended by the Adults and Communities & Wellbeing Scrutiny Committee on the 27th November 2025 to include reference to Houses in Multiple Occupation (HMOs) be agreed. FURTHER RESOLVED, subject to the foregoing, that the draft Homes, Health, Community: Housing the People of Blaenau Gwent - Housing Strategy and Action Plan 2025-2030 be approved and adopted.

Parsons as the Independent Member on this Committee. Democratic Services Committee – Councillor J. Holt to replace Councillor L. Parsons as the Independent Member on this Committee. Planning Committee – Councillor L. Parsons would remain a Member of the Committee in his capacity as the Llanhilleth Ward Member. Grants Working Group - Councillor L. Parsons would remain as a Member of the Working Group in his capacity as the Llanhilleth Ward Member. Getting to Know Our Schools Sub-Group – Councillor G. A. Davies to replace Councillor L. Parsons as the Independent Member on this Sub-Group. Aneurin Bevan University Health Board – Independent Member (Local Authority) RESOLVED that the appointment of Councillor Helen Cunningham as the Local Authority Independent Member on the Aneurin Bevan University Health Board be noted. This appointment would be for a 4 year period and would run from 3rd November, 2025 – 2nd November, 2029.
It was noted that no requests had been received for the simultaneous translation service.

Congratulations were extended to: Ø Pupils from the River Centre Learning Community who had been invited to the Senedd to meet the Duke of Edinburgh, His Royal Highness Prince Edward and Senedd Members to talk about their volunteering experiences as part of the Duke of Edinburgh Award Scheme. Throughout the day the pupils represented the River Centre, community and the next generation with great dignity and pride. Well done! ØBlaenau Gwent Men’s Den on gaining national recognition at the 2025 UK Men’s Shed Awards which celebrated the outstanding achievements of community projects across the nation and for being awarded the prestigious title of UK Shed of the Year 2025. The awards ceremony took place in Westminster, London.

To receive and consider the following reports which in the opinion of the proper officer were exempt items taking into account consideration of the public interest test and that the press and public should be excluded from the meeting (the reason for the decision for the exemption was available on a schedule maintained by the proper officer). Councillor P. Baldwin left the meeting at this juncture.
