The Committee scrutinised the proposed Cardiff Cycle Hire Scheme before Cabinet considers it on 10 July. Members questioned officers on geofencing, user registration, costs and the contract, and the Chair will write to the Cabinet Member with the Committee's comments. The Committee also approved the draft Scrutiny Annual Report 2024-25.
The committee met on 2 July 2025 and examined a draft Digital Strategy before Cabinet considers it in September. Members raised concerns about the Council app, repeated sign-in requests and cost savings, and agreed that the Chairperson will write to the Cabinet Member with the committee's views. The committee also agreed that its draft Scrutiny Annual Report 2024/2025 go to full Council on 17 July 2025 for approval.
The committee examined a proposed policy to help children in care stay in foster placements by funding adaptations and extensions to carers' homes, before Cabinet considers it on 10 July 2025. It also received a briefing on the Front Door review of children's services, and moved the neurodivergent strategy consultation to a joint meeting on 7 July. The only recorded decisions were to write to the Cabinet Member with the committee's comments on the policy, and to pass suggested changes to the annual scrutiny report to officers.

The full Council met on 26 June 2025. It approved the Welsh Language Standards Annual Report 2024/25 and rejected a Liberal Democrat amendment on a fourth Welsh-medium high school. It also carried a motion marking 80 years since the end of the Second World War, as amended to recognise diverse communities and immigrants, and made committee and school governor appointments.
Cabinet agreed to recommend that Council approve the Welsh Language Standards Annual Report, and agreed new principles for older people's care. Other items were for noting.
At its meeting on 17 June 2025, the Economy & Culture Scrutiny Committee approved the draft report of the Visitor Levy & Regulation Task and Finish Inquiry, subject to agreed amendments, for presentation to Cabinet. Members also noted reports on the approach to the committee's work programme for 2025/26 and on correspondence.
The Committee received a briefing on community safety and violence prevention in Cardiff, then considered the Cabinet's proposed policy principles for older people's care and an update on care home commissioning before Cabinet decides on them on 19 June. For both items, the minutes record only that the Chairperson will write to the relevant Cabinet Member with the Committee's observations. The minutes record no other decisions on these items.
The Committee met on 12 June 2025 to consider two policy briefings: the Cardiff CrossRail Phase 1A Transport and Works Act Order and a secure cycle parking scheme. The minute records no decision on the rail order itself. On both briefings the Committee agreed that its Chairperson will send its comments to the Cabinet Member, and it agreed to hold a workshop to set its 2025/26 work programme.
On 11 June 2025 the committee scrutinised the Chief Executive's proposed changes to senior management and the council's 2024/25 budget outturn. It agreed that the Chairperson will write to the Cabinet Member with its observations on both items, and it agreed how it will draft its work programme for the coming year. Final senior management proposals go to Cabinet on 18 September 2025.
It received a briefing on school budgets, showing that 55 schools are expected to be in deficit for the year ending 31 March 2026. It also carried out pre-decision scrutiny of a proposal to federate St Mellons CIW Primary School into The Saints Federation, which Cabinet is due to consider on 19 June 2025. The committee agreed that the Chair would write to the Cabinet Member with its comments, and began planning its work programme for the year.
They included a building of up to ten storeys with commercial space and student flats at The Wharf, Schooner Way, Butetown, and temporary school buildings at the former Fitzalan High School site in Canton for Lansdowne Primary School. The Committee also gave officers delegated authority, meaning power to act without a further Committee vote, to change conditions and legal agreement terms for the Schooner Way scheme.
Council agreed to withdraw the Cardiff Undertaking, confirmed the Cabinet portfolios, set up its committees and appointed members, agreed the councillors' remuneration schedule and approved the meeting programme for the year.
