The Planning Committee met on 23 April 2026. It deferred a decision on a planning application to re-use the former Wedal Road civic amenity site in Cathays as a waste transfer facility, so members could visit the site first. It also noted an appeals update and the applications decided under delegated powers, which let officers decide some applications without a committee vote.
The Economy and Culture Scrutiny Committee met on 21 April 2026. The main item was a short scrutiny of allotments, where members of the Cardiff Allotment Holder Association raised problems with invoices, plot terminations and the Orkastrate system, and Parks officers outlined planned changes. The Committee agreed that the Chairperson should write to the Cabinet Member with its observations and recommendations.
On 20 April 2026 the Community & Adult Services Scrutiny Committee heard background on Cardiff's wider Adult Services commissioning project and on the management of empty council homes, and it considered its draft pages for the Scrutiny Annual Report 2025/26. The committee agreed that the Chair should write to the Cabinet Member with its observations on both the commissioning project and the empty homes work. It approved the draft annual report pages with one suggestion added.

The Policy Review and Performance Scrutiny Committee met on 15 April 2026 to scrutinise two items: a progress report on Central Transport Services, including fleet management, and progress on the Workforce Strategy 2023-27. For both, the Committee agreed that the Chairperson will write to the relevant Cabinet Member with its observations and recommendations. The Committee also agreed to cancel its meeting planned for 6 May 2026.
Cardiff Council met on 26 March 2026. Councillors approved the Pay Policy Statement for 2026/27 and agreed to introduce a Visitor Levy for Cardiff, with preparation work towards April 2027. They also carried an amended motion on the University Hospital of Wales and a motion endorsing the Fossil Fuel Non-Proliferation Treaty.
The Economy & Culture Scrutiny Committee examined four Cabinet reports due on 19 March 2026: the Ely Youth Zone, the International Sports Village, the visitor levy consultation and the Business Improvement District renewal ballot. The minute records no decision on the substance of any item. The committee agreed that the Chair would write to the Cabinet Member with the committee's observations and recommendations.
The committee scrutinised three reports before they go to Cabinet on 19 March: the refreshed Housing Revenue Account business plan and tenant engagement strategy, the proposed purchase of a student accommodation block in Cathays, and the procurement of a contractor for recladding and improvement works at Beech House and Sycamore House. It also endorsed a task and finish report on access to adult social care for older ethnic minority communities for submission to Cabinet. On the first three items, the committee agreed that the Chair would write to the Cabinet Member with its observations.
The committee carried out pre-decision scrutiny of Cabinet's proposals to enter a Development Agreement for a new Core Office building and a Lease Agreement with the Wales Millennium Centre for the Capella Production Studio. Pre-decision scrutiny means the committee examines a proposal before Cabinet decides. It also received a position update on the council's Enterprise Resource Planning (ERP) system, a council-wide computer system for finance and other back-office tasks. The minutes record no decisions, and the committee moved into closed session on both items.

The meeting also noted the applications that officers had decided under delegated powers between 5 February and 4 March.
