It also approved property purchases and a 12-month extension of hotel use for homeless families, the next phase of works at City Hall, and a draft equality strategy for public consultation. It also agreed its response to a scrutiny report on the replacement local development plan.
It approved the draft Corporate Plan 2024-27 for Council to consider on 7 March, adopted a Collaboration and Federation Strategy for schools, and noted the Month 9 budget monitoring report, which projects a smaller overspend than at Month 6. It also recommended to Council a higher Council Tax premium on long-term empty homes and a 6% Council Tax rise with the 2024/25 budget, and approved the council's response to the Welsh Government white paper on ending homelessness.
Cabinet met on 18 January 2024. Its main decisions were to adopt a skateboard amenity strategy, approve a draft City Parking Plan for public consultation, approve the Participation Strategy 2023-27 and authorise the write off of £120,375.00 in non-domestic rates debt.
Cabinet met on 14 December 2023 and considered ten substantive items, covering air quality, counter-fraud, performance, corporate risk, council tax, agency worker policy, council rents, the housing emergency, a new wellbeing centre and care home fees. Its main decisions were to approve the 2023 air quality progress report for submission to Welsh Government, approve a refreshed counter-fraud strategy, approve the approach to setting council rents, approve consultation on changes to homelessness policy, and approve in principle a new Independent Living Wellbeing Centre.
It noted a projected overspend of £5.388 million for 2023/24, approved the funding strategy and legal agreement for the new Indoor Arena, agreed how advice services will be bought from April 2024, and agreed a new operating model for Cardiff Youth Service.
