Cllr Sarah Merry declared a personal interest in this item as a school in her ward is referenced within the report. Cabinet considered a report outlining the strategy for bringing forward decisions in relation to improvements to the education estate. It was noted that the Council’s ‘Stronger, Fairer, Greener’ policy statement makes clear the administration’s commitment to Cardiff being a great place to grow up, by continuing to improve the city’s educational system central to the delivery to this commitment. It was noted that the Band B investment phase of the programme is ongoing with a range of projects progressing with a total committed spend to date at circa £257m (excluding Net Zero Carbon). This follows on from an investment of £164m in Cardiff’s schools in the Band A phase. The challenges facing education in relation to funding, declining birth rate, increased demand for additional learning needs (ALN) places, and the cost of out of county ALN places were highlighted. Therefore it was stated that whilst mainstream schools should remain inclusive, there is a need to shift the focus of investment to ensuring that appropriate ALN places are available for those children and young people who need them. However, there are new pressures since December, such as the early release of prisoners. The appended Cardiff Local Housing Needs Assessment (2022-2027) sets out the five-year level of predicted need across tenures which will inform the replacement LDP. Cabinet considered the Draft Equality, Diversity & Inclusion Strategy (2024-28). It was noted that The Equality Act 2010 (‘the Act’) brings together and replaces previous anti-discrimination laws with a single Act. It simplifies and strengthens equalities legislation to help tackle discrimination and inequalities. Cardiff Council, as a public body in Wales, has a requirement under the Act to meet both general and specific duties. The Council’s ‘Stronger, Fairer, Greener’ policy statement makes clear that creating a Fairer City is at the heart of the Council’s policy agenda. Therefore tackling inequality in all its forms is vital to ensure that the many great opportunities of living in Cardiff can be enjoyed by everyone. The report highlights that a comprehensive Equality Needs Assessment was undertaken to identify the most significant issues faced by people with different protected characteristics. It was also noted that a review of local and national action plans has been undertaken alongside stakeholder engagement. A Scrutiny letter was circulated.
