Cllrs Wild and Burke declared a personal interest as they have a relative who is employed by the Council. The Cabinet received the Pay Policy Statement for 2024/25 prior to consideration by Council. The policy covered all employee groups (with the exception of teachers as remuneration for this group was set by Welsh Government) and included information of the gender pay gap. It was highlighted that this year the Mean Gender Pay Gap % is a positive figure which means that the mean average for female employees is lower than that for male employees, with a gap of £0.03. This gap has been contributed to by a reduction in payments to females compared to males, higher value of allowances paid to men, a reduction of the number of women receiving allowances compared to 2022, a reduction of full-time female employees, and a reduction of female social workers. The report reiterates the Council’s commitment to pay the Real Living Wage. RESOLVED: that Council be recommended to 1. confirm that the decision to agree the Pay Policy Statement constitutes agreement to implement the cost of living pay increases determined by the relevant negotiating body effective from 1st April 2024, as accounted for in the Budget set and agreed by Council on 7th March 2024. 2. determine that any additional financial implications arising from the national pay agreements determined after this date that cannot be met within the Council’s Revenue Budget will be referred to Council for consideration and decision. 3. approve the attached Pay Policy Statement (2024/25) Appendix 1.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
