The meeting conferred the honorary title of Honorary Alderman or Honorary Alderwoman on four former councillors. The title is a non-political reward for long and eminent service, and Council had agreed to confer it on 7 July 2022. No interests were declared.
The Panel heard an update on the Education Directorate, including the Estyn inspection of Swansea's education services, the regional education partnership Partneriaeth and the Pupil Voice Manifesto. Estyn is the schools inspectorate for Wales. The Panel agreed its 2022/23 work programme, adding updates on two Estyn recommendations and cooking lessons in schools, and it noted a list of recent individual school inspection reports.
It also approved governor nominations for 18 schools, noted the Estyn inspection findings and the quarter 1 performance report, and approved principles for post-pandemic working. Minutes for several other items record approvals without a report in the material provided, so their reasons are not covered here.
The Committee agreed that the Chair should write letters to the Public Services Board and to Cabinet Members with its views, and approved changes to scrutiny panel and working group membership.
At this extraordinary meeting of Swansea Council, no councillor declared an interest. The Council resolved to exclude the public from the meeting for a closed session on item 4, which the report says is exempt because it involves personal information under Schedule 12A of the Local Government Act 1972. The minutes do not describe the closed business itself.
On 11 October 2022 the Child and Family Services Scrutiny Performance Panel held the first meeting of the 2022-23 council year. It discussed the Panel's role, received an overview of Child and Family Services with the August 2022 performance report, and agreed a draft work programme. The minutes record no formal decision on the first two items, only actions for officers on volunteer training and links to Early Help Hubs.
Swansea Council met on 6 October 2022. Councillors appointed a Community / Town Councillor to the Standards Committee, changed the membership of three council bodies, and approved a change to the ICT allowance paid to statutory co-opted members. They also approved the mid-year review of revenue reserves, received the Director of Social Services' annual report, and adopted a motion calling on the UK government to sign the UN treaty banning nuclear weapons. The minutes do not record the outcome of the regional care market report.
The Planning Committee considered two planning applications. It approved a change to the hours when service-yard gates at the Tesco shopping centre in Cadle, Swansea, are locked, to allow earlier and later deliveries to the Aldi unit. It refused permission for a change of use of the former health clinic at Trehafod, Cockett, to a Residential Women's Centre, on two grounds: harm to residential amenity and the fear of crime.
It approved the first-quarter budget monitoring report, which expects an overspend mainly caused by a higher than budgeted pay award and Covid costs, along with a childcare assessment, a housing support strategy, capital funding for temporary housing and sprinklers, and Gower grants. It recommended a regional market stability report to full Council and noted the Ombudsman's annual letter for information; a leisure funding item was deferred.
The Panel's first meeting of the 2022-23 council year looked at the Panel's own role and how it works. It also heard an overview of Adult Services from the Cabinet Member for Care Services, Councillor Louise Gibbard. Members agreed the Panel's work programme for the year and agreed to invite Tony Beddow to join the Panel as a co-optee, which means a non-councillor who sits on a council panel.
