Cabinet met on 20 July 2023. It approved a new headteacher handbook, a school attendance policy and a school governor support strategy, and four local authority governor nominations. It also approved funding and management arrangements for the Tabernacle Chapel in Morriston, noted the 2022/23 performance report and the 2022/23 revenue outturns, and endorsed a grant giving policy.
The Committee renewed co-options, changed Panel membership and approved its Scrutiny Work Programme for 2023/24. It also scrutinised the Community Hub project at 277-278 Oxford Street before Cabinet's decision on 20 July, but the minute records no decision on that item.
The Education Scrutiny Performance Panel looked at school attendance and school exclusions in Swansea, using reports from the Cabinet Member and council officers. The minutes record no decisions on these two items; the Panel's views were to go to the Cabinet Member in a letter. The Panel also noted its work plan for 2023/24.
At its meeting on 6 July 2023, Swansea Council adopted a revised policy on licensing sex establishments and a revised Statement of Policy for Licensing for 2023-28, and agreed to publish a cumulative impact assessment for the city centre. It also approved the Governance and Audit Committee's annual report, agreed the next steps for the replacement Local Development Plan, and adopted two notices of motion, on live animals as prizes and on Covid lockdown parties and honours.
The Planning Committee met on 4 July 2023 to consider four planning applications. It approved three: a change of use to a flat at Lime Grove, Killay; alterations at Clynewood House, Blackpill; and the Greener Grid Park at Rhydypandy Road, Morriston. It refused the application for four houses at Castle Street, Loughor, as the report recommended.
