The Panel received an update on how the planning system deals with biodiversity and enforcement, following a request made in October 2023. The minute records no decision, but it sets two actions: an update on publicising how to report planning breaches, and officer advice on whether enforcement through the planning process can be strengthened.
The Scrutiny Programme Committee questioned Councillor Andrea Lewis, Cabinet Member for Service Transformation, on the Council's work to tackle homelessness. The minutes published so far cover the agenda's procedural items, the scrutiny annual report, the membership of panels and working groups, and the work programme; the minute for the homelessness session itself records only the Chair's letter to the Cabinet Member as the outcome, and the letter was published later and records the Committee's views rather than a decision.
The Panel considered the annual performance report for Child and Family Services for 2023-24 and a briefing on respite and short breaks for disabled children. The minute records no decisions. It records one action: the Panel asked for information on how young people's belongings are carried and monitored when they move between placements.
On 10 September 2024 the Service Improvement, Regeneration and Finance Scrutiny Performance Panel considered an Audit Wales report on how Swansea Council manages its assets, such as buildings and land, and the Council's performance report for 2023/24. The minute records no decision on the performance report.
On 10 September 2024 the Adult Services Scrutiny Performance Panel heard updates on the council's response to an Audit Wales report on social enterprises, a briefing on the Care Inspectorate Wales inspection of adult services, and a briefing on residential care. The minutes record no formal decisions. The Panel asked for further information on social enterprises and said it wants progress on the inspection findings shown in future performance reports.
The Committee refused the application for paths across the playing fields. It also agreed to record the tarmac paths around the field, not across it, as public footpaths.

Swansea Council met on 5 September 2024 and dealt with appointments, constitutional changes and four motions. Councillors appointed Mark Parkinson as the community councillor on the Standards Committee, changed the Council Constitution and changed some committee memberships. They also adopted four motions, two of them in amended form, on the Crown Estate, flying rings on council beaches, the two-child benefit limit and winter fuel payments.
On 3 September 2024 the Planning Committee considered one planning application: outline permission for up to 216 homes on land next to Fairwood Terrace, Gowerton. Officers recommended approval, but the committee did not accept that recommendation. The application was deferred, so a further report setting out reasons for refusal will go to the next meeting. The meeting also approved the minutes of 6 August 2024, a procedural item.
The Scrutiny Performance Panel for Service Improvement, Regeneration and Finance met on 6 August 2024 to consider the council's 2023/24 capital, revenue and Housing Revenue Account outturn reports, and an update on city centre retail. The minutes record no formal decisions by the Panel on the outturn reports or the retail update. They record questions asked, points raised and the Panel's work plan being noted.
The Planning Committee met on 6 August 2024 and approved six planning applications. These included longer floodlight and opening hours at Loughor Sports Pitch until 9pm, 22 affordable homes at Ravenhill, and 166 homes at Penllergaer with changed house types. The committee also agreed a change to a legal agreement at Garden Village so that Swansea Council can receive affordable homes.
On 5 August 2024 the Community Assets Scrutiny Inquiry Panel, a group of councillors who review how the council transfers buildings and land to community groups, heard from council lawyers about the legal side of these transfers. It also discussed the key findings for its final report. The minutes record no decisions. The findings will be turned into a report to Cabinet, the councillors who lead the council, and a draft will come to a later Panel meeting.
