Scrutiny Performance Panel - Service Improvement, Regeneration and Finance

The Scrutiny Performance Panel for Service Improvement, Regeneration and Finance met on 17 June 2025, the first meeting of the council year. It confirmed Cllr Chris Holley as Convener, agreed its 2025/26 work plan, and questioned officers on the council's Annual Review of Performance 2024/25 and a report on recyclate income at the Baling Plant. Planning Committee

The Planning Committee met on 3 June 2025 and approved one planning application: a Section 73 application to change the conditions of an outline permission for residential redevelopment of the Hendrefoilan Student Village site in Sketty. The council met on 16 May 2025 and elected a Lord Mayor and a Deputy Lord Mayor for the 2025-2026 municipal year. The Lord Mayor is the council's ceremonial head for one year. The minutes record no declarations of interest.

Cabinet

Cabinet met on 15 May 2025. It also approved extra capital funding for changing rooms and community projects, endorsed the South West Wales regional transport delivery plan, and approved a surveillance policy. It received an update on the former Debenhams store, which the minutes do not record a decision on. Cabinet also excluded the public for two items that the minutes do not describe.

Council held its Annual Meeting on 15 May 2025. It elected a Presiding Member and a Deputy Presiding Member, and the Leader announced his Cabinet members. Council also set senior and civic salaries, appointed council bodies and their seats, noted the annual reports of four Service Transformation Committees, and approved an updated Corporate Plan for 2025-28.

Scrutiny Performance Panel - Climate Change and Nature

The Climate Change and Nature Scrutiny Performance Panel met on 13 May 2025 to review the Council's progress towards Net Zero 2030 and Net Zero 2050, and its Section 6 duty to protect biodiversity. The minutes record no formal decisions on either report. The Panel agreed that pre-meetings are useful and that items on climate change projects will be added to its 2025-26 work plan.

Planning Committee

Planning Committee on 13 May 2025 considered application 2024/1925/S73, a request to vary the approved plans for a 97-home development on land south-west of Beili Glas Farm, Loughor. The committee approved the application, subject to a S106 deed of variation, which is a legal agreement that changes an existing S106 agreement with the developer.

Scrutiny Programme Committee

The Scrutiny Programme Committee met on 13 May 2025 to question Swansea Public Services Board, consider the council's Welsh Language Standards Annual Report 2024-25, and review the year's work. The Committee agreed to write to the PSB Chair and to the Cabinet Member for Education & Learning with its views, and noted a progress report from the Climate Change & Nature Scrutiny Performance Panel. No decision was recorded on the end of year review.

The Panel heard updates on the Swansea Skills Partnership, which links schools with employers and colleges, and on the council's school building programme. It also reviewed its own work for the year. The Panel heard updates on the West Glamorgan Transformation Programme, the March 2025 performance report and the Council's progress on its Adult Services policy commitments. It also reviewed its own work for 2024-25 and agreed to add two items to its 2025-26 work plan. The minutes record no decisions on the first three updates, which were for information and discussion.
