The Panel, a scrutiny committee that checks the Cabinet's work, considered three reports: the Quarter 1 revenue and capital budget monitoring report, which forecasts a service overspend of £13.678m; the Quarter 1 performance monitoring report; and an update on Swansea's tourism plan. The minutes record no decisions by the Panel itself. The budget and performance reports ask Cabinet to make decisions.
The Panel considered the council's final 2025/26 financial results: the Housing Revenue Account (HRA), capital spending and revenue spending. The HRA ran a deficit of £1.454m, mainly because of higher repair costs, and capital spending was £47.745m below budget, with the unspent money carried into 2026/27. Revenue spending was £12.99m over budget, mainly because of a rise in the equal pay provision, and the Panel agreed to hold a closed session on equal pay at a later date.
The Panel considered three items: amendments to the Corporate Plan 2023-28, the Quarter 4 and end of year 2025/26 performance report, and the Annual Review of Performance 2025/26. The Panel's minute records discussion of each report but no formal decisions, and the Panel's letter says a formal response was not needed. The Corporate Plan report sought Council approval of the updated plan; that approval is not recorded in these papers.
At its first meeting of 2026/27 on 16 June 2026, the Scrutiny Performance Panel for Service Improvement, Regeneration and Finance confirmed Cllr Chris Holley as Convener and agreed a draft work plan for the year. It received an update on city centre regeneration projects and held a closed session on Debenhams. The minutes record no decision on the regeneration update.
The Panel met on 19 May 2026 to consider a post-completion summary of the Palace Theatre, the Planning Annual Performance Report for 2024-25, and a review of its own work over the year. The minutes record that the Panel noted the annual review and discussed the other two reports, but they record no decision on those two. Panel letters on the Palace Theatre and planning were sent after the meeting, and the Leader replied on 2 July 2026 about the Palace Theatre economic figures.
On 14 April 2026 the Scrutiny Performance Panel considered the council's Quarter 3 corporate performance report for 2025/26 and the annual report on Swansea's libraries against the Welsh Public Library Standards for 2024/25. The minutes record no formal decisions on either item. The Panel asked questions, requested further information and raised concerns about the Burry Inlet, the Medium Term Financial Plan and ageing library buildings.
On 10 March 2026 the Scrutiny Performance Panel, a group of councillors that checks the council's work, considered two reports: an update on regeneration achievements and the annual recycling performance report. The minutes record no formal decisions, but the Panel asked for further information on several points, including Pride of Place governance, the economic impact figure for the Kingsway development, and missed bin collection data. One councillor declared a personal interest in the recycling item.
The Scrutiny Performance Panel for Service Improvement, Regeneration and Finance reviewed the draft annual budget and the quarter 3 budget monitoring before Cabinet considers them on 19 February 2026. The minute records points discussed but no Panel decision. The Panel then wrote to the Leader on 18 February with its views, asking for written replies on several savings by 4 March.
The Panel questioned the Leader and the Director of Finance on the draft budget for 2026/27 to 2029/30, which Cabinet will consult on, and on the Quarter 2 budget monitoring report for 2025/26, which forecast a £1.3m overspend for the year. It also considered the Quarter 2 performance report, which says the council is broadly on track against its six well-being objectives. The minutes record presentations and questions only and do not record any decision by the Panel.
The Scrutiny Performance Panel for Service Improvement, Regeneration and Finance heard two updates on 9 December 2025. The Leader, Cllr Rob Stewart, and the Director of Finance gave a verbal mid-term budget statement for 2025/26. The Panel also heard progress on the draft Swansea City Centre Placemaking Plan, and officers agreed to arrange councillor workshops and explore a shorter version of the plan. The minutes record no formal decisions on the budget statement.
The Panel considered two items on 4 November 2025: a review of the council's revenue reserves, presented by Ben Smith, and a midpoint update on the Swansea Destination Management Plan 2023-2026, presented by Cllr David Hopkins and Cllr Elliott King. The minutes record no decisions by the Panel; the reserves report goes to full Council for approval.
The panel scrutinised the council's Quarter 1 budget monitoring report for 2025/26 and its Quarter 1 performance report. The budget report forecasts a net service overspend of about £3m, with pressures in social services and place, and a £5m underspend in capital financing. The minutes record discussion only, with no formal decisions on either report.
