A public question was received at the end of item 7 requesting further detail on Pentre Felindre, it was highlighted that Codi are currently updating their proposal.
The Leader and several officers attended to present the summary report and answer questions. • The report provides a snapshot of progress across a wide range of significant regeneration projects across the city centre and wider area. • Copr Bay Phase 1 continues with resolution of remedial works and the revised completion timeline. The cost of remedial works remain within the approved financial envelope which includes the bond and a Welsh Government grant. • Conversations with the under bidder of the Copr Bay Hotel are progressing well. • The former Marks and Spencer site remains vacant. Ongoing discussions are taking place regarding both the future of the existing site and the potential for a new Marks and Spencer store within Swansea, with a preference to retain the retailer in or close to the city centre where possible. • A contractor has been appointed for Block B – flexible office, with mobilisation expected imminently and delivery targeted for completion in 2028. Wider uncertainties regarding Welsh Government occupancy were discussed and the Panel welcomed ongoing engagement with the new administration. • Construction at Castle Square is progressing on site, with interest in the proposed commercial units. The Panel welcomed efforts to explore opportunities to accelerate delivery where possible. • Interest in the Felindre site was discussed, challenges remain in aligning proposals with the intended use and infrastructure constraints. • Civic Centre is progressing towards a planning submission and award of provisional UK Government funding. Current delivery timescales and risks associated with strip out works, including asbestos removal were discussed. • The Panel noted that updated Welsh Government guidance now enables development to proceed in previously constrained flood risk areas, provided appropriate mitigation measures are incorporated, with ongoing modelling work informing the business case. • The Panel heard that works are ongoing with Swansea market entrance and improvements to the first entrance are now delivered. Further information on Wi-Fi delivery was requested by the Panel.
