The Planning Committee met on 2 August 2023. Its minute for the planning schedule item records that decisions be recorded as shown on an appendix, and authorises the Planning and Development Manager to draft amendments, conditions or reasons for refusal. Members were also asked to note a report on recent planning appeal decisions, and the minute records no decision on those appeals.
The Overview and Scrutiny Management Committee considered the Annual Information Risk Report 2022-23, which covers how the Council protects personal data and guards against cyber attacks, and the first annual report on the Climate Change Plan. It also followed up matters from earlier meetings, including gaps in audit staffing and a request for the University to attend. The minutes record requests and recommendations, not formal votes.
The Performance Scrutiny Committee - People met on 25 July 2023 to review the 2022/23 end of year reports for Children's Services, Adult Services, and Prevention and Inclusion. The Committee questioned officers on placements, referrals, assistive technology and youth provision, and asked for several pieces of follow-up information.
The Committee reviewed the 2022/23 end-of-year reports for four council service areas: Regeneration and Economic Development, People, Policy and Transformation, Law and Standards, and Finance. The minute records no formal decision. It records requests for more information and concerns, including about Audit staffing and late projects.
The Performance Scrutiny Committee - Partnerships met on 19 July 2023 to consider three items: the draft Newport Local Action Plan for public consultation, the Newport Live Partnership, and the 2023-24 forward work programme. The Committee approved the 2023-24 work programme and meeting schedule. The minute records no decision on the draft Local Action Plan or on Newport Live, but it does record the Committee's recommendations and suggestions on Newport Live and its comments on the draft plan.
At its meeting on 18 July 2023, Newport City Council agreed committee and outside body appointments, approved its Welsh Language annual report, adopted the councillors' pay scheme for 2023/24 and approved amended Standing Orders on questions to the Leader.
Cabinet met on 12 July 2023 to consider the 2022/23 revenue and capital outturns, the Welsh Language Annual Report, the Corporate Risk Register and an update on the cost of living. It approved the use of a £5.1m revenue underspend, approved £30.553m of capital slippage and £18.5m of new capital additions, and approved publication of the Welsh Language Annual Report. It considered the risk register and cost of living update, which were presented for information.
The Performance Scrutiny Committee - People met on 11 July 2023 to consider the Education Services end-of-year report for 2022-23. Members questioned officers on school estate projects, temporary teaching arrangements at Millbrook School, school exclusions and safety, and Welsh language skills among staff. The Committee agreed conclusions asking for corrections and clarifications to the report and an update on Millbrook School.
Councillors on the Performance Scrutiny Committee (Place and Corporate) reviewed the 2022-23 year-end reports for three service areas: Environment and Public Protection, Infrastructure, and Housing and Communities. They asked officers for a range of further information. They also approved the committee's forward work programme and meeting dates for 2023-24.
Scrutiny means councillors checking the Council's work. The report explains how the Council meets the Welsh Language Standards, which are legal duties on the use of Welsh, and the Committee agreed it was a true and fair account, but asked for a more balanced report with more useful data, comparisons with other Gwent councils and a comment from the Welsh Language Champion.
Cabinet received the Director of Social Services' annual report for 2022/23 and an interim annual safeguarding report. It noted the 2022/23 treasury management report, which it will pass to Council with any comments, and considered its monthly update on cost-of-living pressures. It also agreed its work programme and included a One Newport summary for awareness.
