The Performance Scrutiny Committee (Partnerships) looked at the Safer Newport Community Safety Partnership Annual Report 2025/26. The Committee thanked partners and made recommendations on public perception of crime, rural areas, future reporting of drug-related offence data, and support for the Women's Charter.
The Performance Scrutiny Committee - Partnerships considered its annual update on Newport Live, the charity that runs the council's leisure, sport and theatre services, covering 2024-25. Members asked for a site visit, asked officers to report better on engagement data for the Momentum initiative, and asked that Newport Live's city events work be shown more clearly in future reports.
The Performance Scrutiny Committee - Partnerships met on 11 March 2026 to review its Scrutiny Adviser report. The report covered actions from earlier meetings, the committee's forward work programme and officers' responses to its recommendations. The minute records no formal decision on the report. It records changes to upcoming meeting dates and that two update reports will be sent to members as information.
At its meeting on 7 January 2026, the Performance Scrutiny Committee - Partnerships considered two updates: progress on the Gwent regional strategy on violence against women, domestic abuse and sexual violence (VAWDASV) in Newport, and the Safer Newport Community Safety Partnership mid-year report for 2025/26. The Committee asked for better reporting on data sharing and training, and for Members to be told about public surveys. It also noted that the 18 February 2026 meeting had been cancelled, and that the next meeting will be on 11 March 2026.
The Committee considered the 2024/25 annual report of Newport Norse, the joint venture between Newport City Council and the Norse Group that manages property and facilities services for the council. The report shows turnover of £29.9m and a surplus of £1.4m, and the Committee asked for future reports to include more detail on the workforce, asset management and public awareness.
On 29 October 2025 the Performance Scrutiny Committee - Partnerships considered the One Newport Local Action Plan end of year summary for 2024-25 and the renewal of the Dog Control Public Spaces Protection Order (PSPO), a council rule for public places. On both items the Committee made recommendations and requests to officers. On the dog order it recommended that Full Council considers and approves the renewed order.
The committee considered two items: an update on the Shared Resource Service (SRS), the shared IT service that Newport City Council joined in 2017, and the Gwent Regional Partnership Board annual report for 2024-25. On both items the committee made comments, requests and recommendations, which the minutes record. The minutes record no other formal decisions.
