Decided: The committee noted the report.
Decided: The work plan was noted and agreed.
Decided: Cllr Chris Holley was agreed as Convener of the Panel for 2026/27.
Decided: The Committee agreed that the Chairperson will write to the Cabinet Member, on the Committee's behalf, with its observations and recommendations. The public was excluded from part of the item because the Committee discussed exempt information, meaning information the law allows to be kept private.
Decided: The Committee endorsed the draft 'Improving Cardiff City Centre Daytime Users' Experiences' report, for submission to the Cabinet.
Decided: The Committee noted the approach to developing its 2026-27 work programme, and that a final version will come back for formal approval. It also noted the schedule of committee dates.
Decided: The Committee approved the proposed governance changes, with its own amendments. The main points are: (1) Applications to vary conditions, make small changes, discharge conditions or approve reserved matters (details left for later) will be decided by officers, unless the Committee formally asks for one to come back to it. (2) Applications go to Committee if they are for 250 or more homes, more than 2,500 square metres of commercial floorspace, sites over 10 hectares, or major developments with an Environmental Impact Statement. (3) Requests from members to refer an application will be decided by the Chair, who must keep a record of decisions and reasons and report it regularly to the Committee. (4) The Chair can ask for an application to come to Committee. (5) The Chair will be consulted where five or more objections come from five or more households. (6) All applications from officers in the Planning Service who make planning decisions will go to Committee. Each speaker gets 4 minutes, and more than one ward member may speak at the Chair's discretion. (10) An updated Members' Planning Code of Good Practice and a single Planning Guide will be prepared. On petitions, the Committee voted to recommend to Cabinet that petitions with 50 or more signatures no longer automatically send an application to Committee. These would instead go to the Head of Planning, in consultation with the Chair, and the Petition Scheme would exclude subsequent or technical applications. Officers were given delegated authority to finalise the Constitution amendments, which go to the Constitution Committee and then full Council. The Petition Scheme changes go to the Constitution Committee and then Cabinet. The Head of Planning was given authority to finalise the other procedure notes and protocols. Confirmation of the final arrangements will be sent to all members.
Decided: The Chair confirmed that the order of the next two reports would be switched from the published agenda. The minute does not record that the programme itself was agreed.
RESOLVED That the Action Log be approved.
Decided: The committee approved the Forward Work Programme, including changes that move several items to later meetings.
Decided: The committee endorsed the annual report before it goes to full Council.
Decided: The committee endorsed the draft Welsh Language Strategy 2026-31 before it goes to Cabinet on 6 July 2026.
Decided: The committee noted the outcome of the member consultation. It asked for the policy to be redrafted with measurable criteria and reconsidered at its September 2026 meeting before Cabinet approves it, and for the new draft to be sent to all members first. The criteria listed were hours and colour of lighting, switching lights off (decommissioning), appeals, how rural and urban areas are defined, the role of private landowners, and escalation procedures. The motion was carried by 10 votes, with none against and no abstentions.
Decided: The committee noted that the draft objectives meet the Act, endorsed them, and asked for a review in 12 months' time.
Decided: The Committee agreed to note the work programme, with three additions: a visit to Food Centre Wales, Horeb in September; a report on income from council-owned car parks for 2024-25 and 2025-26, including Aberystwyth Promenade, for the December meeting; and a Task and Finish Group (a small group that looks at one topic in depth) to discuss ideas for a possible parking strategy.
Decided: The Committee agreed to give feedback to the Cabinet and to send a letter to BT about the concerns raised.
Decided: The Committee agreed to note the report. It also agreed to tell the Cabinet it was satisfied with the report, to acknowledge the challenges and solutions, and to congratulate the service and everyone involved with the scheme.
RESOLVED to approve the minutes of the meeting held on 18th March 2026 as an accurate record subject to the following amendment: - Minute No. 92 states that Councillor R Davis is Chair of Governors at Porth Community School, but this should read as “The Cabinet Member for Resources, Councillor R Davis in respect of Item 5 (Education and Inclusion Services Planned Capital Programme 2026-2027): "I am a LA Governor at Porth Community School, which is referenced within the report”.

The Council will survey all Elected Members on their experience of reporting these issues. The Council will also work with South Wales Police on an awareness campaign to encourage residents to report issues.

It approved officers going ahead with a nine-pitch expansion of Beddau Caravan Site, including a site office and play area as part of Phase 1, and submitting the planning application. It approved officers continuing to investigate land north of Beddau Caravan Site to see if it is suitable for more pitches in future.
