AGREED to note the contents of the Forward Work Programme presented subject to the following:
· Road Closures/ Utility Companies (June 2026)
· Local Flood Risk Strategy (June 2026)
· Report on the possibility of establishing a Coast & Seaside Towns Forum (September/ December 2026)
Decided: The Committee agreed to recommend that Cabinet consider a review of the Public Toilet Strategy and options similar to those in the paper. It also recommended that Cabinet explore using the Empty Homes, Second Homes and Holiday Let Premium to support Council-owned public toilets.
Decided: The Forum would bring together Elected Members, Council departments, local businesses, community groups and coastal stakeholders to look at how to get the most from Ceredigion's coastline.
Decided: Cabinet noted the Council's role as Accountable Body, the body legally responsible for the Freeport's public money, and authorised the Council to enter into the Memorandum of Understanding and the Grant Agreement. Cabinet gave delegated authority, which lets officers act without a further Cabinet vote, to the Chief Executive and other officers to carry out the requirements of those agreements. The Chief Executive, after consulting the Leader and the relevant Cabinet Member, may also enter into supplemental agreements with Pembrokeshire County Council. The Director of Finance and Chief Legal Officer may agree and enter into a grant agreement with a recipient of seed capital funding (early money to start a project), but only once the Celtic Freeport Public Funds Joint Committee has approved the application.
Decided: Cabinet approved the Innovation and Continuous Improvement Programme for 2026 to 2031. It did so after considering the integrated impact assessment, a document that checks the likely effects of a decision on different groups.
Decided: The Working Group made six conclusions and recommendations for the Convener's letter to the Cabinet Members. It noted excellent cross-departmental working and the quality of officers. It supports updating the local Listed Buildings at Risk Register after Cadw's survey, and asks whether a two to three year cycle is enough. It asks how often project funding is reviewed. It asks that the Big Apple in Mumbles be treated as an urgent priority. It supports clearer public guidance and an 'information toolkit'. It recommends raising awareness of Data Map Wales.

(i) The Head of Democratic Services will research what powers a principal Local Authority has to compel external bodies, specifically the Fire Authority, to provide information. The findings will be circulated to this Committee for Members to consider whether, and how, a formal process can be established to ensure Members receive regular information from the Fire Authority.
(ii) That Councillor Rondo Roberts, together with the other Council appointed Members on the Executive Panel of the Fire Authority, raise concerns at an Executive Panel Meeting, seek clarification as to why there has been no engagement, and request that regular reports be provided to the relevant Scrutiny Committee in future.
