RESOLVED - That the proposed items for inclusion in the Forward Work Programme be approved.
Reason for decision
To approve the list of items in the Forward Work Programme for the coming year
Decided: The committee agreed the work programme. The minute notes these changes: the church co-optee, Sian Hatton-Jones, has stepped down and talks on a replacement are under way; the capital expenditure item has moved to June to align with the budget item; the neurodiversity item will likely be a workshop; the Trochi and WESP items have moved forward to May; and Finance has yet to confirm the budget timetable.
Decided: The committee agreed that: (i) school policies be strengthened to include a ready reference section of examples of behaviours that may cause concern; (ii) data on training be circulated to the committee when available; and (iii) issues be raised with Welsh Government about gaps in safeguarding training and process.
Decided: Council carried the motion as amended by the Conservative and Labour groups. The Conservative amendment, which added thanks to hospital staff and asked the next Welsh Government for an action plan within six months of its new term, was carried by 58 votes to 1, with 1 abstention. The Labour amendment was carried by 38 votes to 15, with 7 abstentions. It removed the original call on the next Welsh Government to agree a funded plan with the health board. The amended motion was carried by 38 votes to 8, with 14 abstentions.
Decided: Council agreed to appoint councillors to the vacant committee seats, in line with party group wishes. The names are set out on an amendment sheet, which is not part of the minute.
Decided: Council approved the new appointments of local authority governors to school governing bodies, as listed in Appendix 1. Each appointment is for a four-year term from the date of appointment. The appointments follow the recommendations of the Local Authority Governor Panel.
Decided: Council carried the motion as proposed, without amendment, by 53 votes to 8, with none abstaining. Those against were Cllrs Cowan, Davies, Driscoll, Lancaster, Melbourne, Owen, Topham and Williams. Council formally and publicly endorsed the call for a Fossil Fuel Non-Proliferation Treaty, a proposed agreement to plan the end of new fossil fuel exploration and phase out existing production. It called on the Welsh Government to endorse the treaty and speed up investment in clean energy. It reaffirmed the council's commitment to decarbonisation and a carbon neutral city. It resolved to write to the Welsh Local Government Association (WLGA, the body that represents Welsh councils) to raise a planned phase out of fossil fuels and to ask it to promote the treaty among its members.
Decided: Council agreed to advertise the post of Chief Executive publicly and to recruit to it, on the basis of a reviewed role profile, a spot salary, and terms and conditions.
Decided: Council approved the Pay Policy Statement for 2026/27 by 55 votes to none, with 8 abstentions. Council agreed that the decision covers the cost of living pay increases from 1 April 2026, which the budget agreed on 5 March 2026 already allows for. Any extra costs from national pay deals agreed later that the budget cannot meet will go back to Council for a decision.
Decided: Council approved the revised Cardiff Code of Corporate Governance, as set out in Appendix A. It asked the Monitoring Officer, the senior officer who checks that the council acts lawfully, to update Part 5 of the Constitution, the council's rulebook, to match. It also gave the Monitoring Officer, after consulting the Section 151 Officer (the senior finance officer) and the Chair of the Governance and Audit Committee, power to make minor changes to the code to reflect changes in law or best practice.
Decided: Council approved the updated Inter Authority Agreement for the Wales Pension Partnership, as set out in Appendix 1. It delegated minor amendments needed because of changes in law to the Corporate Director Resources (the Section 151 Officer, the senior finance officer), in consultation with the Chair of the Pensions Committee and the Monitoring Officer. It also delegated final approval and signing of the document to the Section 151 Officer, in consultation with the Chair of the Pensions Committee.
Decided: Council agreed to delegate to the Corporate Director Resources, in consultation with the Director of Governance & Legal Services and Monitoring Officer, the public advertisement of the vacancy and the setting up of a Member Appointment Panel. The panel will fill the Independent Non-Executive Director vacancy due to arise on the Cardiff Bus board. Council approved a panel of three Labour members, one Liberal Democrat and one Conservative member, with authority to interview candidates and make the appointment.
Decided: Council noted the consultation response and agreed to implement a Visitor Levy in Cardiff, based on the Visitor Levy Proposal. It delegated the implementation work to the Director of Economic Development, in consultation with the Cabinet Member for Investment & Development. It also delegated to the same officer, in the same way, the power to sign a Memorandum of Understanding with UK Hospitality, a written agreement setting out how the two parties will work together. The vote was 57 for and 8 against, with none abstaining. Those against were Cllrs Cowan, Davies, Driscoll, Lancaster, Melbourne, Owen, Topham and Williams.
Decided: The Committee confirmed its future work programme. It also agreed to add a report on the new IT system for children's services in late spring or early summer 2027.
Decided: The Committee received the CIW findings and noted the areas still needing improvement. It asked for a further report about six months after the new IT system starts, on how it affects case management and service delivery.
Decided: The Committee received the CIW findings on the fostering service. It acknowledged the progress made and the continuing commitment of staff and foster carers.
Decided: Members recommended that schools and clusters strengthen data alignment where appropriate, so they can show the impact of cluster working on learner progression. Members further recommended that officers explore all available funding to support NEET work, and the Chair strongly recommended that governing bodies consider the best practice shown by the Abersychan cluster.
Decided: The Committee noted the update on the school meals that NEWydd Catering & Cleaning Limited provides to Flintshire schools, including how they meet current Welsh Government regulations.
RESOLVED:
(a) That the Forward Work Programme be approved, as amended;
(b) That the Facilitator, in consultation with the Chair of the Committee, be authorised to vary the Forward Work Programme between meetings, as the need arises; and
(c) That the progress made in completing the outstanding actions be noted.
The Chair advised that agenda item number 11 would be considered next.
Decided: The Committee commended the findings of the recent Estyn inspection of Adult Community Learning in Flintshire. It was also assured that the partnership has planning in place to respond to Estyn's three recommendations.
Decided: The Committee supported the proposed school admission arrangements for 2027/28. The minute records that the word 'approve' in the recommendation was replaced with 'support'.
Decided: The Committee endorsed the self-evaluation and the process used to produce it, and endorsed the priority actions on venue stability, workforce development, digital delivery, data quality and performance monitoring. It also supported the service's plan to apply for the Quality Mark Silver award and recognised the good practice in the document.
