Rhondda Cynon Taf, Planning and Development Committee,
RESOLVED to note that the Wellbeing of Future Generations (Wales) Act 2015 imposes a duty on public bodies to carry out sustainable development in accordance with the sustainable development principle and to act in a manner which seeks to ensure that the needs of the present are met without compromising the ability of future generations to meet their own needs.
Rhondda Cynon Taf, Planning and Development Committee,
RESOLVED to receive the report of the Service Director, Planning in relation to Planning and Enforcement Appeal Decisions received, Delegated Decisions Approvals and Refusals with reasons, Overview of Enforcement Cases and Enforcement Delegated Decisions received for the period 09/03/2026 - 03/04/2026.
Rhondda Cynon Taf, Planning and Development Committee,
Decided: The Committee approved the Council's Local Impact Report for submission to Planning and Environment Decisions Wales (PEDW). A Local Impact Report sets out the Council's view on a proposal's effects locally. PEDW decides applications of this size, not the Council.
Decided: The Committee approved the application, subject to changing condition 5 and to a section 106 agreement. Condition 5 now requires the approved Construction Environmental Management Plan to be carried out during construction, unless the Local Planning Authority agrees otherwise in writing. The section 106 agreement requires the developer to pay £15,000 towards necessary off-site improvements. Councillor M Powell asked for his vote against approval to be recorded.
Decided: The Committee approved the retrospective application in line with the officers' recommendation. A retrospective application is one made for work already carried out.
Decided: The Committee refused the application, against the officers' recommendation, for up to two children. The reason recorded is that the home has increased the fear of crime and harmed community cohesion, which means how well people in an area get on together. It would also bring more comings and goings and disturbance than is reasonable for a house of this kind, harming the amenity of neighbours. The Committee cited Policies AW5 and AW10 of the Rhondda Cynon Taf Local Development Plan, the Council's planning policy document.
Decided: The Committee approved the application in line with the original recommendation, subject to the conditions in the report of 5 March 2026. A house in multiple occupation is a home shared by unrelated people. At its earlier meeting, Members had been minded to refuse the application.
