Decided: Members noted the Leader's choice of nine councillors to serve on the Cabinet: Dave Hughes, Christine Jones, Richard Jones, Paul Johnson, Chris Dolphin, Linda Thomas, Glyn Banks, Mared Eastwood and Ted Palmer.
Decided: Members approved the draft schedule of meetings for 2026/27. They gave the Democratic Services Manager delegated authority, with the relevant Committee Chair, to change the schedule in exceptional cases.
Decided: Members appointed the listed committees and agreed their sizes and terms of reference. They adopted Option 1A for political balance, which gives Labour 65 seats, Independent 24, Eagle 10, Flintshire People's Voice 15, Liberal Democrat 7, True Independent 24, Reform 10, and one seat each for the Conservative (ADC) and Non Aligned (AT) groups, and agreed that seats on the Grievance, Grievance Appeals and Investigation and Disciplinary Committees be allocated for a broad political spread. Chairs were appointed: Chris Bithell (Clwyd Pension Fund Committee), David Coggins Cogan (Constitution and Democratic Services Committee), Rob Davies (Licensing Committee) and Richard Lloyd (Planning Committee). The Constitution was approved, with revisions to come to a special meeting in June 2026. The make-up of the Appointments Committee was approved. The term of office for councillors on the Standards Committee was extended to a whole council term. The Council adopted the person specification for Independent Members and appointed a recruitment panel. Martin Lewis and John Davies were appointed to the Governance and Audit Committee until 30 June 2031. The Chief Executive was given delegated authority, after consulting Group Leaders, to amend appointments to outside bodies. A motion to reduce the Planning Committee to 15 seats was lost.
Resolved: That pursuant to Section 100BA (2) and (7) of the Local Government Act 1972, the public be excluded for the following item of business which involved the likely disclosure of exempt information as defined in Paragraph 12 of part 4 of schedule 12A of the above Act.
Neath Port Talbot, Special Appointments Committee,
RESOLVED: That pursuant to Section 100A (4) and (5) of the Local Government Act 1972, the public be excluded for the following item of business which involved the likely disclosure of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the above Act.
Powys, CJC - Regional Transport Planning Sub-Committee,
Decided: Members agreed to note the report and the £13.1 million funding award, and to delegate authority to officers to start an initial Year 2 programme, to be confirmed by the Sub-Committee later. They also agreed to add an 'exception reporting' item to future agendas, which flags any projects falling behind.
Powys, CJC - Regional Transport Planning Sub-Committee,
Decided: Members agreed that the Sub-Committee should meet quarterly to match the Welsh Government reporting cycle, ideally close to the quarterly submission dates. The meetings will share progress on capital schemes (building and infrastructure projects) and review the funding position.
Decided: Members granted planning permission for the expansion of the Kronospan site, subject to changes to the conditions, which are the rules attached to the permission. Condition 01, which sets the time limit for starting work, was amended to three years. A new Condition 29 requires a scheme of noise mitigation to be approved and in place before each phase is brought into use.
Decided: Members granted outline planning permission in line with the officer recommendation. Outline permission agrees in principle to a home being built, while details such as design, layout and landscaping are reserved for later approval.
Decided: Members gave officers delegated authority to grant planning permission, meaning officers make the final decision. This is subject to an amended elevation plan, a new condition on screening and painting the containers, and consultation with the Community Council, local Members and nearby homes. A proposed site visit and a proposed noise impact assessment were both voted down.
Decided: Permission was refused for two reasons. The first is that there is not enough parking on the site, so more cars would park on nearby streets and harm highway safety. The second is that the extra hard surface would raise the risk of surface water flooding, an existing risk near the site shown on the Flood Map for Planning.
