RESOLVED that in accordance with Section 106 [8] Local Government Pension Scheme [LGPS] Regulations 2013 the Board goes into the confidential agenda with the public and press being excluded as some of the information may relate to financial or business affairs of a particular person or organisation.

Application 3: written warning for driving offences. Application 4: written warning for driving offences (the driver did not attend). Application 5: written warning for driving offences. Application 6: written warning for failing to declare a six-month driving ban. Application 7: written warning for driving offences. Application 8: licence suspended for eight weeks (the driver did not attend). Application 9: written warning for driving offences (the driver did not attend). Decided: Members agreed, by 8 votes to 1, to authorise officers to negotiate and complete a Section 106 agreement covering the matters set out in the report.
Decided: Planning permission was granted in line with the officer's recommendation, subject to the conditions in the report and the late observations (comments sent in after the report was written). The Committee added condition 3, which requires a revised boundary and acoustic enclosure scheme (fencing that reduces noise) to be approved in writing by the council before the new plant is installed or used. The plant cannot be used until the approved scheme is installed. The boundary treatments and enclosures must then be kept and maintained for the life of the development.
Decided: Councillor Brown moved to defer the application, which would put off the decision. He asked for a recorded vote, but that request was not supported, and the deferral was lost on a vote. Councillor Bithell then moved approval in line with the officer's recommendation, subject to the conditions in the report and the late observations. The application was approved.
Decided: The Committee was told of a change to its procedure. Recommendations on applications will be moved and seconded only after the report has been presented, after other speakers have spoken, and after the Committee has had a chance to debate the officer's recommendation.
Ceredigion, Healthier Communities Overview and Scrutiny Committee,
Decided: Members noted the forward work programme, subject to three points: a report outlining the support provided to children looked after; a review of the possible need for dedicated meeting rooms in a future report on services for looked after children; and an additional meeting, because of the high number of reports due at future meetings.
Ceredigion, Healthier Communities Overview and Scrutiny Committee,
Decided: Members noted the report. They recommended that a report be presented to Cabinet to highlight the improvements made, and that a follow-up report come to the Committee at an appropriate time, once the programme is well established. The follow-up should monitor how many patients are discharged successfully and how many are readmitted to hospital.
Ceredigion, Healthier Communities Overview and Scrutiny Committee,
Decided: Members noted the report and the levels of activity for children looked after by the Council. They recommended that a review of the possible need for dedicated meeting rooms be included in a future report on services for looked after children.
Decided: The Committee endorsed the content of the 2025/26 Director's Report. It asked that three points be taken forward into a final draft for Cabinet: add a short explanation of the format of the percentage figures; add page numbers; and add any other clarifications the Director thinks useful after the Committee's discussion.
Decided: It agreed to publish the programme on the council website. It endorsed an update in November 2026 on earlier Task and Finish recommendations, including progress and a tracking system. It agreed the membership of the Leisure Centre Working Group until the May 2027 election: Councillors A.M. Collins (Chair), I.R. Buckley, C.A. Cave, W.A. Hennessy, J. Lynch-Wilson and N.C. Thomas.
