Mae'r rhan fwyaf o geisiadau'n cael eu penderfynu gan swyddogion cynllunio'r cyngor. Mae rhai mwy neu ddadleuol yn mynd i'r pwyllgor cynllunio, lle mae cynghorwyr yn penderfynu'n gyhoeddus.
