Economy & Culture Scrutiny Committee

The Committee scrutinised five items on 14 October 2025: the Connect to Work employment programme, playgrounds and play areas, tennis and skateparks in parks, a possible Cardiff bid to host matches at the 2035 FIFA Women's World Cup, and terms of reference for an inquiry into place based economic interventions. The Committee agreed that the Chairperson will write to the Cabinet Member with its observations on the first four items, and approved the inquiry's terms of reference and a new member for its task and finish group.

Community & Adult Services Scrutiny Committee

At its meeting on 13 October 2025, the Community & Adult Services Scrutiny Committee considered three reports before they go to Cabinet: the Local Authority Social Services Annual Report 2024/25, the Housing Support Programme Commissioning Plan, and council house repairs. On each item, members asked questions, and the Chair agreed to write to the relevant Cabinet Member with the Committee's observations. The minutes record no Cabinet decisions.

Environmental Scrutiny Committee

The Committee reviewed two reports before they go to Cabinet on 16 October 2025: the City Parking Plan, which would introduce managed parking zones over 10 years, and the Local Development Plan Annual Monitoring Report. The Committee agreed that the Chairperson will write to the Cabinet Member with its comments on both.

Policy Review and Performance Scrutiny Committee

It reviewed the annual progress of the Cardiff Public Service Board, was briefed on the council's Change Programme of service review and change, and was briefed before a decision on replacing the council's financial system. For each of these items, the Committee agreed that the Chairperson will write to the Cabinet Member with its observations and recommendations. The minutes do not record what those recommendations are.

Children and Young People Scrutiny Committee

On 7 October 2025 the Children and Young People Scrutiny Committee pre-scrutinised two reports due before Cabinet on 16 October 2025, and received a briefing on eliminating profit from care. The Committee noted the Local Authority Social Services Annual Report 2024/25 and the draft Cardiff Inclusion Strategy and agreed that its comments would go to Cabinet. The Chair will write to the Cabinet Member with the Committee's comments.

Economy & Culture Scrutiny Committee

The Committee considered the reopening of St David's Hall, the Shared Prosperity Fund, the Cabinet's response to its Filming in Cardiff inquiry, and its work programme. On items 4, 5 and 6 the Chairperson agreed to write to the Cabinet Member with the Committee's observations. Members approved the 2025/26 work programme and two task and finish groups.

Community & Adult Services Scrutiny Committee

The Committee received background briefings on Adult Services functions and budgets, the care workforce, and the council's anti-social behaviour (ASB) service. For each, it agreed that the Chairperson would send the Committee's observations to the Cabinet Member. It also agreed its 2025/26 work programme. Members heard that changes to Home Office sponsorship rules could reduce the number of migrant care workers in Cardiff.

The Committee considered water quality in Cardiff Bay, the draft Advertising and Sponsorship Policy before it goes to Cabinet, and an update on the City Parking Plan consultation. On each of the three items it resolved that the Chairperson should write to the Cabinet Member with its comments. It also approved its Work Programme for 2025/26.

Policy Review and Performance Scrutiny Committee

The committee scrutinised three reports before they go to Cabinet: the external Panel Performance Assessment and the Annual Well-being Report 2024/25, the Budget 2026/27 and Month 4 monitoring report, and the Annual Property Plan 2025/26. It also discussed its work programme. For items 4, 5 and 6, the committee agreed that the Chairperson will write to the Cabinet Member with its observations and recommendations.

Children and Young People Scrutiny Committee

The committee gave pre-decision scrutiny to the Fairwater Campus update and the post-consultation report on extending Ysgol Gymraeg Coed-Y-Gof to include a nursery. It also heard an update on school improvement services and agreed the committee's 2025/26 work programme. Cabinet will consider the two education proposals on 18 September, and the committee agreed to send its comments to the Cabinet Member.

Economy & Culture Scrutiny Committee

The Committee scrutinised an update on the International Sports Village (ISV), covering car parking, the energy strategy, a short-term lease of the Toys R Us building and leasing land for an electricity sub-station. The Committee agreed that the Chairperson will write to the Cabinet Member with its observations and plans to scrutinise a future Cabinet report on the energy strategy. It also approved the draft Scrutiny Annual Report 2024/2025 for presentation to full Council on 17 July 2025.

The Committee scrutinised the proposed Cardiff Cycle Hire Scheme before Cabinet considers it on 10 July. Members questioned officers on geofencing, user registration, costs and the contract, and the Chair will write to the Cabinet Member with the Committee's comments. The Committee also approved the draft Scrutiny Annual Report 2024-25.

Policy Review and Performance Scrutiny Committee

The committee met on 2 July 2025 and examined a draft Digital Strategy before Cabinet considers it in September. Members raised concerns about the Council app, repeated sign-in requests and cost savings, and agreed that the Chairperson will write to the Cabinet Member with the committee's views. The committee also agreed that its draft Scrutiny Annual Report 2024/2025 go to full Council on 17 July 2025 for approval.

Children and Young People Scrutiny Committee

The committee examined a proposed policy to help children in care stay in foster placements by funding adaptations and extensions to carers' homes, before Cabinet considers it on 10 July 2025. It also received a briefing on the Front Door review of children's services, and moved the neurodivergent strategy consultation to a joint meeting on 7 July. The only recorded decisions were to write to the Cabinet Member with the committee's comments on the policy, and to pass suggested changes to the annual scrutiny report to officers.

At its meeting on 17 June 2025, the Economy & Culture Scrutiny Committee approved the draft report of the Visitor Levy & Regulation Task and Finish Inquiry, subject to agreed amendments, for presentation to Cabinet. Members also noted reports on the approach to the committee's work programme for 2025/26 and on correspondence.

The Committee received a briefing on community safety and violence prevention in Cardiff, then considered the Cabinet's proposed policy principles for older people's care and an update on care home commissioning before Cabinet decides on them on 19 June. For both items, the minutes record only that the Chairperson will write to the relevant Cabinet Member with the Committee's observations. The minutes record no other decisions on these items.

Environmental Scrutiny Committee

The Committee met on 12 June 2025 to consider two policy briefings: the Cardiff CrossRail Phase 1A Transport and Works Act Order and a secure cycle parking scheme. The minute records no decision on the rail order itself. On both briefings the Committee agreed that its Chairperson will send its comments to the Cabinet Member, and it agreed to hold a workshop to set its 2025/26 work programme.

On 11 June 2025 the committee scrutinised the Chief Executive's proposed changes to senior management and the council's 2024/25 budget outturn. It agreed that the Chairperson will write to the Cabinet Member with its observations on both items, and it agreed how it will draft its work programme for the coming year. Final senior management proposals go to Cabinet on 18 September 2025.

Children and Young People Scrutiny Committee

It received a briefing on school budgets, showing that 55 schools are expected to be in deficit for the year ending 31 March 2026. It also carried out pre-decision scrutiny of a proposal to federate St Mellons CIW Primary School into The Saints Federation, which Cabinet is due to consider on 19 June 2025. The committee agreed that the Chair would write to the Cabinet Member with its comments, and began planning its work programme for the year.

It also received a briefing on support for unpaid carers. On both items the Committee agreed that the Chair will write to the Cabinet Member with its observations, but the minute does not record what those observations are.

On 15 April 2025 the Economy & Culture Scrutiny Committee examined progress on Cardiff's leisure centre partnership with GLL, and the work of city centre management and night-time wardens. Members asked for more information on several points, including ethnicity data, a low mystery shopper score and the Men & Boys sessions. The committee agreed that the Chairperson will write to the Cabinet Member and the officer with the committee's observations.

Environmental Scrutiny Committee

At its meeting on 10 April 2025, the Committee questioned officers on the Active Travel Programme and on performance indicators for Planning, Transport and Environment. It agreed that the Chair should write to the Cabinet Member on both items, and agreed to note draft pages of the Scrutiny Annual Report 2024/25, with suggested changes. The Committee also agreed to ask for a fuller outline of the active travel programme.
