RESOLVED – That Agenda Items 8 and 9 be brought forward and taken at this time.
Agenda Items 8 to 9: Members determined in considering these reports that Paragraph 12 should apply. Their view on the public interest test was that to make this information public would disclose personal data relating to an individual in contravention of the principles of the Data Protection Act. Because of this and since there did not appear to be an overwhelming public interest requiring the disclosure of personal data they felt that the public interest in maintaining the exemption outweighed the public interest in disclosing the information. RESOLVED - That the press and public be excluded from the Meeting during consideration of the following items of business, as it is likely that, if they were present, there would be disclosure to them of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 1972 (as amended).

The Chief Officer Economy and Planning submitted a report (COEP/38/26) to seek approval of changes to all the fees relating to Hackney Carriage and Private Hire Drivers, Vehicles and Private Hire Operators licences. Presenting the report the Officer informed the Committee that: · Fees were charged on a cost recovery basis and the last increase had been over 2 years ago. · A full cost recovery assessment including reassessed officer hourly rates had been undertaken and incorporated in the proposed fees schedule. · Proposed fees would be published in accordance with the Local Government Miscellaneous Provisions Act 1976 and any objections received reported back to this Committee. Should no objections be received the fees could be implemented. · Operators would be notified of the publication of the proposed fees. Members considered the report and asked questions of the officer. A lengthy debate ensued during which concern was expressed regarding the current cost of living crisis, the financial impact of US-Iran conflict and the likely negative impact of the proposed increase for some Drivers and Operators. Clarification was sought regarding the obligations of the committee with regard to the Council’s Cost Recovery Policy and proposed implementation date. RESOLVED – (i) That the fee increases set out in report COEP/38/26 be agreed in principle in accordance with the Council’s Cost Recovery Policy with an implementation date of 1 November 2026. (ii) That the new fees be published as required by the Local Government Miscellaneous Provisions Act 1976.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
