(Members declarations of interest in relation to this item are set out in Minute 23 above) The Lead Member Finance and Performance submitted a report presenting the Wrexham Council’s draft Self-Assessment Report as required by the Local Government & Elections (Wales) Act 2021. The report provided an opportunity for the Scrutiny Committee to consider and comment on the draft prior to it being finalised and submitted to the Governance & Audit Committee. The Lead Member introduced the report and responded to questions from Members around each of the Themes and the review process, with input from the relevant Officers. During the ensuing debate, the following issues were raised, in particular: · Clarification on the role of scrutiny and GAC and how any recommendations would be addressed. · Confirmation that the review covered the year 2023-24 and that although some issues had moved in the interim, there was a need to maintain the integrity of the reporting period. · Discussions around the RAYG-ing of Themes – why some had been judged to have improved, and others had remained stable and how those judgements were made.
