In introducing the report the Lead Member for Finance and Performance thanked the senior strategic team and all those involved in writing the report. He referred to the improvements and progress made to date, as detailed in the report. The Lead Member referred to the national strain on resources and advised that despite the ongoing challenges that lay ahead, the Council would continue to strive for improvement. He responded to questions accordingly thereafter, with input from the Lead Member for Partnerships and Community Safety and Head of Service for Performance, Improvement and Partnerships. During the debate, a number of issues were referred to, including: · Recognition that obesity was a growing national health concern and measures for tackling this issue should be included within the Council Priority ‘Promoting good health and well-being’. · Confirmation that Wrexham had taken a pro-active approach to safety within the town centre via multi agency input and the hiring of short term security staff. It was noted that safety was a national issue and that early prison releases could filter into the city centre. · An explanation was provided by the Head of Service on the process for determining the score ratings for each of the outcome measures. She explained that a number of factors were considered before a judgement was made on the overall picture for the measure. The process involved consultation with performance management officers and portfolio holders. · Confirmation that score ratings were challenged by portfolio holders and that there had been instances where scores had increased/decreased as a result of these challenges. · The impact of decisions taken in line with the budget position would remain an area of concern but Council plan target levels would be kept under review. · The Council priorities would remain focused on statutory services, ie, homelessness, children’s social care, school transport and ALN provision. · Suggestion that the written explanations within the report for some of the performance areas did not support the score levels. The Head of Service agreed to provide a wider explanation in future reports. · Concern that scores had been provided in some performance areas where data had not yet been collected. It was suggested that these scores were misleading and based on assumption rather than evidence based. AGREED: i. AGREED – (i) That the work programme as attached at Appendix 1 to the report COGC/67/24 be agreed, subject to the aforementioned changes; and (ii) That the October Meeting of the Committee commence at the earlier start time of 2.30pm if any Change Programme proposals are highlighted for consideration.
The Chief Officer Governance and Customer submitted a report COGC/67/24 which allowed Members to consider the work programme of the Customers, Performance, Resources & Governance Scrutiny Committee attached at Appendix 1. The Scrutiny Facilitator introduced the report and drew Members attention to the changes since the last meeting. During the debate the following proposals were put forward and subsequently agreed: · Flintshire and Wrexham Public Service Board (PSB) Annual Report 2023/24 – deferred from September to meeting on 17th October 2024. · Scrutiny of the Change Programme - Proposal to put standing item on all Scrutiny Work Programmes over the next few months for further consideration of any Change Programme proposals highlighted by scrutiny Members/Chairs. During discussion Members expressed concern that the proposed process for scrutiny of the Change Programme did not allow for the reports to the Executive Board to come to scrutiny first. Whilst it was acknowledged that a large number of proposals for change submitted to the Executive Board would be subject to further consideration/consultation, which could include scrutiny, there would be others that required a final decision. The Chair emphasised that more effort needed to be made to improve the options for pre-decision scrutiny of proposals included in the Change Programme.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
