Decision as recorded
RESOLVED – That permission be granted in accordance with the Officer recommendation.
The Officer presented the report, and in doing so, displayed plans of the site to assist with his presentation. A discussion ensued and the following points were made: · Confirmation that conversion of buildings in the countryside was supported by planning guidance, subject to relevant conditions. · The proposed elevation drawings showed minimal change to the buildings, and the application was in accordance with the policy. · It was noted that the site was well screened, so there was no significant impact on the character of the area. · Confirmation that whilst the site was in green wedge, Planning Policy Wales advised that converting existing buildings was not inappropriate development, providing it complied with appropriate criteria. · Acknowledgement that there had been objections to the application. However, Officers confirmed that the proposed development was classified as B1 use, which was regarded as having minimal impact on the surrounding area and would not have a negative impact on the local amenity. · Concerns by some Members that the neighbouring properties may be negatively impacted should permission be granted. Officers advised that the site was previously used for a dairy enterprise which generated a high volume of HGV traffic during the day and night, but if the applicants wanted to apply for a different type of use, they would need to apply for planning permission. Overall, it was considered that this application positively secured the amenity of the nearby residents. · Concern that page 22 of the report stated that if complaints were received relating to noise from the development, then it may be addressed. The Officer advised that the advisory notes were suggested by Public Protection, and were there to give the applicants warning that if conditions were breached, there was a potential consequence. In order to allay the concerns, the Officer would liaise with colleagues in Public Protection to strengthen the wording to confirm that complaints would be addressed. RESOLVED – That permission be granted in accordance with the Officer recommendation.
