He highlighted the following: · The property is located within relatively easy walking distance to Wrexham City Centre, where there is access to a range of services and public transport. · Conversion is possible without major alterations or extensions which would significantly alter the character and appearance of the building and locality. Alterations would involve internal works, with no external works proposed · Concern raised by community council in relation to on-street car parking · Highways Department raised no objection to the proposal given the sustainable location of the site · Assurance given that the proposal would not have an adverse effect on local parking provision Members were minded to grant the application. The Head of Development Management introduced the report which sought planning permission for the change of use of the dwelling and annex from Class C3 (dwelling) to Class C2 (residential institution). The Local Ward Member (Councillor Jerry Wellens) spoke in relation to the application and in doing so confirmed that he supported the policy of bringing infrastructure and care in-house. He raised some of the points that had been brought to his attention as local ward member: · The profile of the proposed use had changed in relation to age and the residents would be young adults · Whilst accepting that the site would be monitored, concerns had been raised that there was potential for anti-social behaviour · Confirmation sought on the management of the facility, would it be WCBC of would it be contracted out? · Was there the possibility of granting time limited permission? The Lead Member for Children and Family Services (Councillor Rob Walsh) spoke in relation to the application and in doing so informed committee that this proposed facility formed part of the Kickstart Programme which helps young people to transfer to adulthood. The local authority has statutory duty to safeguard young people and this has the potential to be a very positive venture. Members raised the following points: Support given for the proposals on assurance of adequate car and cycle parking provision and a designated disabled bay. Arising from the observations of a Member, it was suggested officers communicate with Welsh Government asking for the rewording of class use C2 from residential institutions to residential care facility which would reflect a more appropriate description and may allay concerns from members of the public.
