RESOLVED – That report COEP/78/23 be noted.
The Chief Officer Economy and Planning submitted a report (COEP/78/23) to provide Members with information on the forthcoming requirement for the Mandatory Licencing of Special Procedures in Wales. Presenting the report the Food & Farming Lead Officer informed the Committee that a new licensing scheme for ‘special procedures’ was to be introduced by Welsh Government in June 2024 which would bring about a consistent approach to premises and persons carrying out skin piercing procedures. Special procedures include tattooing, cosmetic piercing, semi-permanent skin colouring, acupuncture, dry needling and electrolysis. Practitioners will need to be licensed and their business premises or vehicles will be required to be licensed for a special procedure to be carried out in them. Members noted that a duty will be placed upon local authorities to enforce the licence requirements, provide information on a central register of premises and practitioners. An all-Wales fee level would be set at £203 for a licensed practitioner and £385 for a premises licence. Members were informed of the potential implications for the Licensing Committee. It was anticipated that a new sub-committee would be required to determine licence applications. Members would be required to undertake training. Members considered the report and asked questions of the officer. During debate reference was made to the following matters: · Further information requested in respect of the training for Committee members. The officer advised that a training session would be provided by Welsh Government and Dr Sara Jones. Further details would be provided. · The need to ensure that there were sufficient staff with the required competencies to undertake the inspections following the introduction of the scheme. · Methodology for the proposed fee levels. It was noted that the fees had been set using a standard formula taking account of information submitted by local authorities in respect of cost recovery. · Preparatory work and engagement with the industry in advance of the introduction of the new regime. Officers reported that infection control courses had been provided for practitioners. · Noted that Welsh Government would be carrying out further consultation and once the extent of the scheme had been finalised this would be shared with Committee members. RESOLVED – That report COEP/78/23 be noted.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
