The Lead Member for Environment submitted a report (COET/25/23S) to provide an update on the continuing work to develop and improve outdoor sports facilities in Wrexham. The Lead Member presented the report and highlighted the main points contained within it. A debate ensued and the Lead Member and Officer responded to questions accordingly. The following points were raised: · The provision of facilities ensures that sports play is available for a wide range of people across the community and that an updated vision and strategy for football in Wrexham was currently being formed. · An All Member Workshop will be held on the draft new football partnership, followed by report on the issue which will be presented to the Executive Board in January 2024. · Funding that has been accessed to expand and update provision has been provided from external sources and each grant has come with different parameters. Details of available funding can be shared with community groups. · The established partnership had attracted funding in order to provide improved 3G facilities at school sites across Wrexham. Bryn Alyn School had been identified as the next priority for provision of a 3G Hub. · Assurances were given that working in partnership can bring together more opportunities and a shared vision, including the access to funding opportunities. · Investments had been received through Tennis Wales for improvements to three of the five courts at Bellevue Park. Support had also been provided to improve the tennis offer which will allow users to book a court, arrange matches, meet players and access coaching. · The tennis court booking system is yet to go live, but will be free of charge when it is launched. This will provide background information to gauge the popularity of the facilities and patterns of use. · Bowling Greens were currently managed under a variety of different models. Work will be undertaken to review these and then establish a standard model. This will be based on the model adopted for football provision. • There are no specific facilities covered by the report. Work is currently being undertaken with the Welsh Rugby Union regarding the provision of an outreach worker. This will hopefully develop levels of interest which will drive the requirement for facilities. 3G pitches will be suitable for both rugby and football. • Provision of 3G pitches, in localities without them, will hopefully be identified and developed on an annual basis. Each opportunity identified will consider relevant provision to ensure maximum usage. • Proposed development of Wrexham Tennis Centre will drive its use as a regional tennis development hub. • Some tennis courts in the County Borough have had little upkeep over recent years and there is no record of their usage. These could be addressed in future work around tennis development/provision. AGREED – i) That the Committee thank the Lead Member, Officers and Department for the work undertaken and highlighted in the report and support the future developments outlined therein. ii) To receive a further update on this area of work as future developments take place. iii) That information be provided on the first six months usage of the Parciau (Belle Vue) tennis courts.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
