The Chief Officer Governance and Customer submitted a report CE/17/24 which allowed Members to consider an update on Member Development activity and to monitor/review progress in quarter 1. The Chief Officer Governance and Customer introduced the report on behalf of the Workforce Development Lead (who has submitted his apologies). She provided a verbal update in respect of recent training events held and attendance at those events and forthcoming training. The Chief Officer Governance and Customer suggested that if Members had an specific questions in relation to Member Development they should contact the Workforce Development Lead. During the ensuing debate, a number of issues were raised including the following: · A Member advised that the term ‘mandatory’ used to describe a particular group of training modules (e-learning) was misleading as the training was not, in fact, compulsory. The Chief Officer advised that all Councillors along with all Council employees, were encouraged to complete the ‘mandatory’ training which was considered important. A number of Members maintained that this term was confusing, especially for new Members. A suggestion was put forward to change the name to ‘priority’ training. · Frustration at the number of training sessions which had been cancelled at late notice. · Request for more flexibility in terms of the timetabling of training events (i.e. days and times) to ensure that Members were not precluded from these events. · Concern that some Members had had difficulty accessing the e-learning modules. The Chief Officer Governance and Finance advised that the Workforce Development Team would be happy to provide 1:1 training and Members should contact the team directly if they wished to arrange for this to happen. AGREED – That the report be noted and feedback from today’s meeting be fed back to the Workforce Development Team.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
