Agenda Items 7 to 11: Members determined in considering these reports that Paragraph 12 should apply. Their view on the public interest test was that to make this information public would disclose personal data relating to an individual in contravention of the principles of the Data Protection Act. Because of this and since there did not appear to be an overwhelming public interest requiring the disclosure of personal data they felt that the public interest in maintaining the exemption outweighed the public interest in disclosing the information. RESOLVED - That the press and public be excluded from the Meeting during consideration of the following items of business, as it is likely that, if they were present, there would be disclosure to them of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 1972 (as amended).

The Chief Officer Economy and Planning submitted a report (COEP/26/24) to seek approval of changes to all the fees relating to hackney carriage and private hire drivers, vehicles and private hire operators licences. Presenting the report the Trading Standards and Licensing Lead informed the Committee that: · Decisions relating to the fees charged for licences were delegated to the Chief Officer Economy and Planning however the Chief Officer was now deferring the decision to the Committee. · The proposed fees were published on 8 February 2024 as required by the Local Government (Miscellaneous Provisions) Act 1976 to allow for any objections to the proposals to be made. · One objection had been received (Appendix 4). · Licence fees would be reviewed annually. Members considered the report and asked questions of the officer. During debate reference was made to the following matters: · The proposed annual review of fees was welcomed. · Consultation with the trade. The officer reported that in addition to the statutory publication of the proposed fees all operators had been informed of the proposals. Members requested that from next year the department also write to drivers in respect of fee changes. · The report to the March meeting of Council proposing an amendment to the scheme of delegation in respect of licence fee setting. · Requested that consideration be given to introducing Private Hire Operator fees for 1 vehicle as part of next year’s review of fees to take account of single vehicle operators. RESOLVED – That the proposed new fees set out in report COEP/26/24 be agreed with an implementation date of 1 April 2024.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
