Agenda Items 7 to 11: Members determined in considering these reports that Paragraph 12 should apply. Their view on the public interest test was that to make this information public would disclose personal data relating to an individual in contravention of the principles of the Data Protection Act. Because of this and since there did not appear to be an overwhelming public interest requiring the disclosure of personal data they felt that the public interest in maintaining the exemption outweighed the public interest in disclosing the information. RESOLVED - That the press and public be excluded from the Meeting during consideration of the following items of business, as it is likely that, if they were present, there would be disclosure to them of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 1972 (as amended).

The Chief Officer Economy and Planning submitted a report (COEP/12/24) to inform Members of planned increases to all the fees relating to hackney carriage and private hire drivers, vehicles, private hire operators and all ancillary charges relating to taxi licensing. Presenting the report the Trading Standards and Licensing Lead drew Members’ attention to the following: · Fees for licences and ancillary costs were chargeable by the Local Authority on a cost recovery basis in accordance with the policy at Appendix 2. · Under the constitution (section 57) decisions relating to the fees charged for licences were delegated to the Chief Officer Economy and Planning. · A full cost recovery assessment of fees had been carried since the inflation based rise implemented with effect from the 1 September 2023. · In accordance with the requirements of the Local Government Miscellaneous Provisions Act 1976 the revised fees proposed at Appendix 3 to the report would be advertised. Subject to consideration of any objections they would come into effect on 1 April 2024. · In future a review of all private hire and hackney carriage fees will be carried out annually in the autumn in preparation for a revised set of fees to be in place on 1 April each year. Members considered the report and asked questions of the Officer. It was requested that future reports include both the current and proposed fee levels, not just the percentage increase. RESOLVED – That report COEP/12/24 be noted.
