RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Economy and Planning.
The Chair welcomed Mr Sean McBride of Castle Green Homes to the Meeting. Mr McBride outlined the application and in doing so advised that this superseded a previous application in September 2023 when permission was granted for 6 flagpole advertisements. The application being considered today was seeking consent for the display of sale signage for a two year period, relating to the sale of new build properties which were currently under construction. Members noted that the Highways Officer had confirmed that the proposals would not impede the traffic flow or cause any impact on highway safety. Councillor Hugh Jones addressed the Committee as local Member, and a debate ensued as follows: · Concern that the proposed flagpoles could create noise and disturbance to local residents. Members were asked to consider the introduction of a condition which stated the hours in which the flags could be raised. Responding to the comments, Officers advised that imposing a condition would be difficult to enforce. · Confirmation by Officers that in accordance with the regulations, there were two issues to be considered. The first was amenity relating to the design and visual impact of the signs, and the second was that of public safety issues regarding noise. The signage on this site was an overall simplistic design and deemed to be of an acceptable scale. Highways Officers had raised no objections, and taking those factors into account, Officers were recommending that permission be granted. · Members referenced the design of the flags and felt that as they were fixed at the top and bottom, the noise impact should be kept to a minimum. As the signage wasn’t going to be lit up and was positioned away from the road, they were happy that the application should be granted. RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Economy and Planning.

Mr McBride outlined the application for a temporary sales cabin and car park. He advised that the cabin was modest in size, and would be located at an appropriate distance from existing properties. The proposed opening hours would be from 10am until 5pm and would not result in elevated noise disturbance. Lighting would be low level bollard style which would not detract from the character of the site, and would not negatively impact on nocturnal wildlife. Officers confirmed that there had not been any representations from colleagues in Highways or Public Protection. The sales cabin would be positioned in the same location as the permanent access for the development with adequate visibility, so there were no concerns regarding the application. RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Economy and Planning.

RESOLVED – That the Delegated Decisions be noted.
The Chief Officer Economy and Planning submitted a list of delegations for the period 1 May 2024 – 31 May 2024. The Chair advised that the submission of delegated decisions to the Committee would be reintroduced following the implementation of the new Planning system. In response to Members’ comments, Officers advised that they dealt with 90-95 of applications, which was lower than other Authorities who dealt with the majority of applications received. The updated format of the report presented information in a way that Members were now able to see a breakdown of the types of applications being submitted. It was noted that whilst there appeared to be a lot of applications being dealt with by Officers, the majority were seeking permission for very minor amendments, and relied upon the professional advice and knowledge of Officers to make the decision. In adding to the comments, the Lead Member made reference to the pressures on staff, and recognised the hard work put in by Officers who had been trying to address the backlog of applications. He advised that the Chief Officer had put steps in place to support the Team which should provide reassurance going forward. RESOLVED – That the Delegated Decisions be noted.
The Chair advised that Gwyn Humphreys, Development Management Lead, would be leaving the Authority, so this was his last Meeting. The Committee wished him well for the future.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
