RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Economy and Planning.
The Chair welcomed Amber Johnson who spoke in favour of the application. The Head of Service Development Management introduced the application which was to seek outline planning permission for the demolition of the existing dwelling, erection of up to 10 dwellings, in doing so he informed members of the following points: · Matters of access, appearance, landscaping, layout and scale would be reserved for subsequent consideration at reserved matters stage. · The site was of adequate size to accommodate the proposed dwellings. · The proposed access would result in the partial loss of a boundary wall · Proposed access is at the northern end of site. This was an improvement which could reduce any potential vehicle conflict · There had been a loss of trees, none of which were protected · Changes to the National policy had been introduced since the removal of trees · The proposed access provided visibility in both directions onto the 20 mph road · Acknowledgement that a small area was in the flood zone and assurances given that any risk of flooding would be manageable. No objections received from NRW. Councillor Ross Shepherd (Non Committee Member/Joint Local Ward Member) spoke in relation to the application and raised the following: · Lack of affordable housing on the proposed development · Scheme on the edge of a conservation area. · Traffic concerns on the site Councillor Hugh Jones (Non Committee Member/Joint Local Ward Member) spoke in relation to the application and whilst acknowledging that we cannot insist on the provision of affordable homes on this site, he raised the following: · Highway concerns relating to the impact of the junction, particularly following the introduction of the new one way system at The Green. · Concern relating to the indicative layout Both joint local ward members made a suggestion that a site visit would give committee members the opportunity to view the access onto the highway. A discussion ensued and members raised the following points: · Clarity was sought on PPW12 which advises applicants against carrying out pre-emptive site clearance works before submitting a planning application. The biodiversity value should have been determined before any change took place. · Confirmation was given that the current applicant had purchased the site in October 2021. It would therefore be difficult to conclude that any works undertaken prior to this constituted pre-emptive site clearance works. The works undertaken since October 2021 were completed prior to the submission of the application and also before PPW was updated in October 2023. · The Chair reassured the Local Members that an opportunity for a site visit would be available at the consideration of reserved matters. RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Economy and Planning.

The Chair welcomed Cameron Robson to the meeting who spoke in favour of the application. The Head of Development Management introduced the report which was for the demolition of existing garages, erection of dwelling and formation of a new vehicular access. The application proposes to demolish the existing garages and erect a single detached, two storey, two bedroom dwelling, within the garden area of the existing dwelling known as Ingledene. The original submission proposed that the new dwelling front onto Wynnstay Lane. The application has since been amended so that the dwelling would front onto Chester Road. Both the new and existing dwellings would be served by the existing access onto Wynnstay Lane. The application site forms part of the garden area of Ingledene. The garden is large enough to accommodate the proposed development whilst retaining more than adequate garden space for the existing dwelling. The local ward member (Councillor Beryl Blackmore) spoke in relation to the application and felt that the only benefits to be gained from this proposed development would be with the occupants of the properties. A discussion ensued and the following pointes were raised: · Clarification sought that adequate parking would be available on site · Assurances were given that there was adequate parking on the site and the provision met with the maximum standards required for the dwelling · Concerns raised in relation to vehicles reversing out of the site directly onto the highway · Members were reminded that this was the arrangement with the existing access RESOLVED – That a site visit be undertaken. Reason: To allow Members to assess the proposed site access arrangements.

RESOLVED – That delegated authority be given to the Chief Officer Economy and Planning to prepare and submit a Local Impact Report following consultation with the Chair, Vice Chair and the Local Members for the Coedpoeth, Esclusham, Ponciau and Rhos wards and the views of the local members be incorporated in the report.
The Head of Planning Development Management introduced the report which was to request that Planning Committee gave delegated authority to the Chief Officer Economy and Planning, to prepare and submit to PEDW a Local Impact Report in respect of the proposed Plas Power Solar and Energy Storage Project. An application is likely to be submitted by early June 2024. The applicants have already engaged with officers informally on this matter. The proposed development is classed as a Development of National Significance (DNS) on the basis of the criteria set out in the Developments of National Significance. The Leader of the Council spoke in relation to the report and expressed his concern in relation to a lack of consultation prior to the publication of the agenda and a lack of discussion with members therefore did not support the recommendation. The Head of Planning Development Management reminded Members that it was not a matter for the committee to determine the application as it was not a planning application. An explanation was given confirming planning applications for major or minor developments, DNS applications are submitted to PEDW for consideration rather than to the Council as Local Planning Authority, the applications are considered by an Inspector. Once submitted to and validated by PEDW, a DNS application is published on PEDW’s website. A five week publicity period then commences. This is undertaken by PEDW and includes the following: · letters to statutory consultees; · notification letters to Community Councils; · letters to any interested parties and organisations · A press notice; · Notification letters to nearby owners/occupiers Assurances were given that the report provided factual information and would not inhibit, prohibit or prevent engagement in the consultation process. A Local Planning Authority is required to submit a Local Impact Report (LIR) within 5 weeks of being notified by PEDW of the submission of a valid DNS application. The existing Scheme of Delegation did not give any delegated authority to the Chief Officer Economy and Planning, to prepare and submit an LIR. Delegated authority granted for the Chief Officer Economy and Planning to prepare and submit a Local Impact Report following consultation with the Chair, Vice Chair and the Local Members for the Coedpoeth, Esclusham, Ponciau and Rhos wards.

The Head of Planning Development Management introduced the report which provided the Committee with updates on the performance of the Council’s Planning Service for reporting period Quarter 3 of the financial year period 2023‐24 and on-going staff resourcing issues. He also drew member’s attention to Appendices 1 to 3 of the report. During the reporting period, 60% of all planning applications and 75% of applications for major development were determined within 8 weeks or within an agreed extension of time. These fall within the Welsh Government’s benchmarks for ‘Improve’ and ‘Good’ respectively. Confirmation given that the reason for these figures was linked to staff resource issues and the lead in time for the new ICT system within the department. On a positive note the new ICT system had gone live and had proved beneficial to the service and to officers. Members will be provided with an update. Whilst temporary arrangements were in place to address the staffing issues, there was a possibility that agency staff would be required. The Chair expressed his and the Committee Members’ gratitude to all of the team for their ongoing work and the sentiment was endorsed by the Lead Member and the Leader of the Council. The Chief Officer Economy and Planning gave assurances that an improvement plan was in place, which required recruiting the appropriate people at the appropriate level.
