The Development Management Lead introduced the application for the change of use of land to construct a car park with electric vehicle charging points and associated access and landscaping works, and in doing so made the following points: · Recognition that whilst the existing location could benefit from an increase in number of charging spaces, there is no evidence of a shortage of spaces in the locations. The existing McDonalds car park could be better suited to installation of additional EV charging points. · Lack of justification for the proposed 39 car park spaces outside of the settlement limit and that this application was for an unnecessary development. · The development is located outside of a settlement limit. The development would therefore be unacceptable in principle and would not accord with PPW or policies · SP2 and DM1 of the Wrexham Local Development Plan Councillor Frank Hemmings (Local Member) spoke in support of the application and in doing so sought clarification on why the proposed development would not be considered sustainable as the area had busy roads nearby. The Chief Officer Economy and Planning reminded Committee Members that the site was located in the open countryside, it was designated as open countryside and there were policies that applied to the site. Following a brief debate by Members, it was agreed to support the application. RESOLVED – That permission be GRANTED in accordance with Note 1 below.
