The decisions as the council's minutes record them. A plain-language summary follows once it has been written.
RESOLVED - That Council, in consideration of the views of the elected members who attended the member workshop, does not support either of the options being consulted on, and responds to the consultation as set out in Appendix 1 to Agenda Item 10. The Council calls on the Fire Authority to maintain the current levels of emergency cover within the County Borough of Wrexham. That all Councillors are reminded they can respond individually to the consultation survey by the extended deadline of 30th September, which is available at www.northwalesfire.gov.wales.
RESOLVED – That Council approve an increase on the level of premium on Long Term Empty Properties from 1 April 2024 from 50% to 100%. Properties which had been empty for over 4 years would be subject to a further premium of 50%, so would have a 150% premium. The premium should also increase from 1 April 2025, by a further 50%, so from 1 April 2025, this would increase to 200% and a further 50% should the property be empty for 4 years. REASONS FOR DECISION (i) The proposal to increase premiums on Long Term Empty Properties from 1 April 2024 and April 2025, should act as a lever to help improve to reduce the number of long term empty properties which exist in the borough. The increase in premium may act as a further reason why they would seek to sell or let the property to avoid paying a premium on the property. (ii) There are several exemptions which exist, which include properties for sale or let, or properties subject to planning conditions, job related dwellings, if these applied then the property would not be subject to the premium. In the event of Hardship, this could be considered by the Head of Service & Chief Officer Finance and ICT under S13A of the Local Government Finance Act 1992.
RESOLVED – That the report be noted. REASON FOR DECISION The recommendations contained in the report were considered during Agenda Item 4 - Notice of Motion.

I START WITH A VERY SAD ANNOUNCEMENT. LIKE MYSELF, YOU WOULD HAVE BEEN SADDENED TO HEAR OF THE SUDDEN DEATH LAST WEEK OF MATTHEW FOSTER, OUR HEAD OF LEGAL, DEMOCRATIC AND REGISTRATION SERVICES. MATTHEW WAS A VERY WELL-LIKED AND RESPECTED MEMBER OF STAFF AND HE WILL BE GREATLY MISSED BY ALL WHO HAD THE PLEASURE OF WORKING WITH HIM. MATTHEW WAS A GREAT CHARACTER WITH A FANTASTIC SENSE OF HUMOUR. HE WAS EXTREMELY KNOWLEDGEABLE AND PROFESSIONAL AND A VERY SUPPORTIVE HEAD OF SERVICE. I’M SURE YOU WOULD JOIN ME IN SENDING OUR CONDOLENCES TO MATTHEW’S WIFE, FAMILY AND FRIENDS. I WOULD ASK THAT YOU JOIN ME FOR A FEW MOMENTS OF SILENCE AS A MARK OF RESPECT TO MATTHEW….THANK YOU. BACK IN JUNE, THE ROYSTON CLUB’S DEBUT ALBUM ENTERED THE UK CHARTS AT NUMBER 16. THEY JOIN AN EXCLUSIVE GROUP OF WREXHAM MUSICIANS IN RECENT YEARS WHO HAVE ENJOYED CHART SUCCESS. THEY HAVE ALSO SOLD OUT THE WILLIAM ASTON HALL, SELLING 1200 TICKETS FOR THEIR GIG IN NOVEMBER. THEY ARE ONLY THE SECOND WREXHAM BAND TO HAVE EVER ACHIEVED THIS. AGAIN, IN JUNE, WREXHAM BAND NECK DEEP PLAYED THE MAIN STAGE OF DOWNLOAD FESTIVAL IN FRONT OF 90,000 PEOPLE. BOTH BANDS ARE AN INSPIRATION TO THE NEXT GENERATION OF MUSICIANS AND HIGHLIGHT THE DEPTH OF TALENT WE HAVE IN WREXHAM. CONGRATULATIONS TO BOTH THE ROYSTON CLUB AND TO NECK DEEP. I’M SURE THERE’S MORE SUCCESS TO FOLLOW FOR YOU. CONGRATULATIONS TO THE TEAMS BEHIND THE RECENT SUCCESS IN THE WALES IN BLOOM AWARDS. NOT ONLY DID WREXHAM WIN GOLD, BUT THERE WAS SUCCESS IN HOLT WITH THE VILLAGE WINNING A GOLD AWARD IN THE LARGE VILLAGE CATEGORY. THERE WERE ALSO A FURTHER 6 WALES IN BLOOM COMMUNITY CHAMPION CERTIFICATES AWARDED ACROSS THE COUNTY BOROUGH. WELL DONE TO EVERYBODY INVOLVED. IT’S BEEN A VERY BUSY FEW MONTHS IN WREXHAM AND IT HAS BEEN A GREAT PRIVILEGE FOR ME TO BE INVOLVED IN THE VARIOUS EVENTS THAT HAVE TAKEN PLACE SINCE MY TERM OF OFFICE BEGAN. THIS MONTH HAS BEEN PARTICULARLY BUSY WITH THE RWF COMRADES’ REUNION, THE TOUR OF BRITAIN, WREXHAM FEAST AND THE UK SPACE AGENCY’S SPACE FOR EVERYONE TOUR ARRIVING IN WREXHAM. THANK YOU TO THOSE MEMBERS WHO SUPPORTED THESE RECENT EVENTS. LAST WEEK I ATTENDED THE ANNUAL SERVICE TO COMMEMORATE THE GRESFORD COLLIERY DISASTER. ON 22 SEPTEMBER 1934, 266 LIVES WERE LOST IN ONE OF THE UK’S WORST COAL MINING DISASTERS. AT 2.08 A.M. A VIOLENT EXPLOSION RIPPED THROUGH THE DENNIS SECTION AND SADLY ONLY 11 OF THE DECEASED WERE EVER RECOVERED. 254 VICTIMS REMAIN IN THE SEALED DISTRICTS OF THE MINE. IT’S SO IMPORTANT THAT WE CONTINUE TO MARK THAT FATEFUL DAY AND MY THANKS GO TO THE FRIENDS OF THE GRESFORD COLLIERY DISASTER MEMORIAL, FOR CONTINUING TO ORGANISE THIS ANNUAL COMMEMORATION. ANOTHER VERY IMPORTANT ANNIVERSARY TAKES PLACE THIS MONTH. 100 YEARS AGO, IT SEEMED INEVITABLE THAT THE RESIDENTS OF THE CEIRIOG VALLEY WOULD LOSE 13,000 ACRES OF LAND, AROUND A THIRD OF THE WHOLE VALLEY. THAT LAND INCLUDED 3 VILLAGES, 82 HOMES, 2 SCHOOLS, 2 INNS, 2 POST OFFICES, 6 SHOPS, 2 CEMETERIES, A CHURCH AND 5 CHAPELS. THE PLAN WAS TO DROWN THAT AREA TO CREATE 2 LAKES PROVIDING WARRINGTON AND ST HELENS WITH WATER. DESPITE LLOYD GEORGE’S SUPPORT WHEN HE DESCRIBED THE CEIRIOG VALLEY AS ‘A LITTLE PIECE OF HEAVEN’, PARLIAMENT VOTED IN FAVOUR OF THE DROWNING OF THE CEIRIOG VALLEY. FORTUNATELY, ST HELENS WITHDREW FOR FINANCIAL REASONS LEAVING WARRINGTON WITH INSUFFICIENT FUNDS TO GO AHEAD ALONE. THE CEIRIOG VALLEY WAS SAVED AND WE CELEBRATE THAT 100 YEARS LATER. TO MARK THIS SIGNIFICANT ANNIVERSARY, ON 30 SEPTEMBER, THERE WILL BE A GUIDED WALK AROUND THE PROPOSED LLANARMON LAKE, AND ON 7 OCTOBER, A CONCERT OF SONGS AND POEMS FROM THE BARDS OF THE CEIRIOG VALLEY. IF YOU WOULD LIKE ANY MORE INFORMATION, PLEASE CONTACT CLLR TREVOR BATES. FINALLY, I CAN CONFIRM THAT TICKETS FOR MY CHARITY DINNER DANCE AT THE RAMADA PLAZA ON FRIDAY 20 OCTOBER ARE STILL AVAILABLE AND I HOPE TO SEE MANY OF YOU THERE ON THE NIGHT. PLEASE CONTACT THE CIVIC OFFICE IF YOU WOULD LIKE TO PURCHASE TICKETS.
TPrudential Indicators for 2022/23 be approved. REASON FOR DECISION To comply with the CIPFA Prudential Code and Code of Practice on Treasury Management.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
