Agenda Item 7: Members determined in considering this report that Paragraph 12 should apply. Their view on the public interest test was that to make this information public would disclose personal data relating to an individual in contravention of the principles of the Data Protection Act. Because of this and since there did not appear to be an overwhelming public interest requiring the disclosure of personal data they felt that the public interest in maintaining the exemption outweighed the public interest in disclosing the information. RESOLVED - That the press and public be excluded from the Meeting during consideration of the following item of business, as it is likely that, if they were present, there would be disclosure to them of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 1972 (as amended).

The Chief Officer Economy & Planning submitted a report (COEP/50/23) to inform Members of increases to all the fees relating to hackney carriage and private hire drivers vehicles, private hire operators and all ancillary charges relating to taxi licensing. Presenting the report the Trading Standards and Licensing Lead informed the Committee that: · Licensing fees were chargeable on a cost recovery basis. · Decisions relating to fees charged were delegated to the Chief Officer Economy and Planning. · The proposed increase reflected the impact of inflation, the costs to the Authority and took account of the fact that fees for licences had not been increased since 2016. · Proposed increases would be published and any objections received considered by the Chief Officer before the final decision was taken. Members considered the report and the Officer answered questions. During debate the following matters were noted: · Following the modernisation of the licence application process a further review of fees would be undertaken following a full cost analysis. It was suggested that consideration be given to fee levels being index linked following this review. · Requested that Members be provided with a breakdown of the number licences held in Wrexham. The Officer agreed to provide this to Members following the meeting. · Previously the decision to set fee levels had been taken by the Committee. Members noted that the Chief Officer had exercised his delegated authority to set fees in relation to licences. · Proposed that the delegation to the Chief Officer should be withdrawn and that in future fee levels should be set by this Committee. · Noted that the removal of a delegation could only be done by the body that awarded the delegation. It was proposed that the matter be referred to the Constitution Working Group. RESOLVED – (i) That report COEP/50/23 be noted. (ii) That the Constitution Working Group be requested to examine the scheme of delegation with a view to ensuring that any fees/charges relating to licences be brought to the Environmental Licensing Committee for approval.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
