Members declarations of interest in relation to this item are set out in Minute 14 above) The Chair of Wrexham Public Service Board (PSB) submitted a report COGC/28/22 which allowed the Committee to formally consider Wrexham Public Services Board’s (PSB) Annual Reports for the years 2020/21 and 2021/22. These reports had been submitted to the scrutiny committee in accordance with legislation and the agreed protocol ‘Wrexham Public Services Board, Accountability and Scrutiny’. The Vice-Chair of the PSB, Dawn Roberts McCabe introduced the report and responded to questions with input from the Head of Service, Performance, Improvement, Partnerships and Scrutiny and Senior Performance, Improvement and Partnerships Officer thereafter. During discussion the following points were noted in particular: · The PSB was a strategic partnership and not a delivery body. Its role was to bring together different local and regional organisations to work on a common approach to improve co-ordination of service delivery. · The latest Well-being Assessment is a useful live document which had been co-produced with other stakeholders, local communities and partners. It was designed to provide meaningful evidence and insight, focusing on key issues such as climate change, mental health and inequality. The assessment is being used to inform the PSB well-being plan. · The Council Plan will need to align with the PSB Well-being Plan to ensure seamless delivery of service. · It was noted that future plans would be used to report progress against the priorities in the new Well-being Plan, due to be published in May 2023. In view of this there will be a need for more robust measures which can measure outcomes. · There is a need to inform the public of the role of the PSB by carrying out deeper and richer work with the community around shaping priorities and service delivery. It was noted that the regional Co-production Network was currently looking at ways to improve public perception and engagement. Reference was made to the Glyndwr University Magazine ‘Llesiant’ which provided a more accessible version of the Well-being assessment and the role of the PSB. · It was suggested that greater consideration needed to be given to the role of Community Councils, in terms of engagement with the PSB, given the pivotal role they played in community living. · Acknowledgment that it may be timely for the financial threshold for Community Councils to comply with the requirements of the Future Generations Act to be reviewed. AGREED – (i) That the PSB encourage the engagement of Community Councils in the work of the PSB. (ii) That in accordance with the protocol, the Chair submits the Committee’s views and recommendations to the PSB via a Chair’s letter, for consideration at the next ordinary meeting of the PSB. (iii) That the Committee recommends to Welsh Government that the financial threshold for Community Councils to comply with the requirements of the Future Generations Act be reviewed, in order to increase engagement and encourage a more cohesive approach to delivering the aims of the Well-being Plan.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
