The Mayor led Council in holding a minute’s silence as a mark of respect for those who had lost their lives in the recent earthquake disaster in Turkey and Syria. The Mayor paid tribute to all those employees who had worked so tirelessly during the recent spell of bad weather to ensure that roads were kept safe and services continued. Finally the Mayor reminded those present that the Annual St David’s parade would take place on 1 March. This event was usually well attended by the local community and schools.

REASON FOR DECISION To enable the Council to determine its revenue budget for 2023/24 and set the council tax for that year.
The Lead Member for Finance and Performance submitted a report COFI/08/23 enabling Members to consider and agree the 2023/24 revenue budget in accordance with the recommendations of the Executive Board and to set the council tax for the financial year beginning 1 April 2023. In introducing the report the Lead Member made specific reference to his support for a budget that allowed for the safeguarding of services, including services for the most vulnerable in the community, supported investment and growth and further safeguarded employees. He advised that the budget allowed for investment in social care, schools and education, Council Plan priorities, Highway maintenance, transport and bus services and other service pressures across the Local Authority. The Labour Leader referred to the surplus budget within the pension fund that she felt could further assist those more vulnerable within the community and proposed an amendment as follows, “that Council consider lowering tax from 6% to 4% and reduce the financial burden on all our residents by one third”. The amendment was duly seconded. In response to this amendment the Chief Officer Finance and ICT advised that the budget proposed already assumed the amounts referred to in the amendment, so it would not create additional funding to support the budget in 2023/24. The Chief Officer explained that the surplus being applied arose as a consequence of a previous pension deficit position being recovered and an accumulated surplus within the fund, following the last pension valuation and was prudent to recommend the proposed level of funding to support the budget in 2023/24. In light of this information provided the amendment was subsequently withdrawn and it was subsequently; RESOLVED – That 1. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
