The Lead Member for Housing and Climate Champion submitted a report (COET/13/23) updating the Committee on the delivery of the Decarbonisation Plan. In introducing his report the Lead Member for Housing and Climate Change referred in particular to the four key themes within the Plan; (Buildings and Energy, Transport and Mobility, Land Use and Green Infrastructure and Procurement and Supply Chain). He advised that the Plan also contained some higher-level actions that were integral to Wrexham County Borough Council’s response to addressing the climate emergency and some overarching key actions which would strengthen our commitment and ensure that progress was made. The Lead Member for Housing and Climate Change responded to questions accordingly thereafter with input from the Climate Change and Carbon Reduction Manager. During the debate, a number of issues were raised, including the following: · Proposals were being considered that would assist in the move towards net zero operations of the Council. · Options were being looked into in order to increase the efficient occupation and potential for energy generation of Council buildings · Recognition of the high number of trees planted since 2015 and ongoing work to continue to identify and assess pockets of land to see how they could be managed to maximise carbon and climate related benefits. · Successful funding bids were used in the most appropriate way and when applying for funding consideration was being given to what investigative work had already taken place which identify best case improvements that could be made. · The recent changes to the procurement regulations along with aspirations to support local procurement within the Decarbonisation Plan would enable a potential change in our procurement practices going forward. · There had been a commitment from the University of Chester to work in partnership with the Local Authority in regards to monitoring and evaluating the 5 Low Carbon Communities pilots. · Approval had been given to trial some small scale wind generation on our buildings. Feasibility for wind generation on a larger scale could also be investigated. · Whist it was recognised that there would be limitations in terms of the use of HVO fuel, trials were currently taking place with Council vehicles, with a view to reducing carbon in the short to medium term. · There was no evidence currently to support any local environmental dis-benefits associated with reductions in speed limits. · Funding had been successfully secured for the provision of additional EV charging points. There was currently some uncertainty regarding their siting. · Grid capacity in the City Centre and on Wrexham Industrial Estate needed to be increased to allow for future expansion of the charging infrastructure. Steps were being undertaken to address this. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
